VMINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />February 289 1979 <br />The meeting was called to order by Chairman Ehret at 8:08 PM. <br />PRESENT: Peltier, Greger, Gillen, McAllister and Ehret <br />ABSENT: Peloquin <br />Motion made by Peltier, seconded by Gillen, to approve the minutes of February 140 19799 <br />after the following change is made: <br />Page 4 (Applications for vacancies) <br />All aye. Motion Carried. <br />VOTING FOR: Peltier and Gillen <br />DENNIS CUNNINGHAM - DEVELOPMENT OF PROPERTY ABUTTING HUGO (LINO LAKES) <br />Mr. Cunningham is going to start a horse boarding operation in Lino Lakes along Elm - <br />crest Avenue. The operation will will maintain approximately 25 - 30 horses on 40 acres <br />of land. The business will not require to use of Hugo's streets for access. The <br />Building Inspector from Lino Lakes was also present and made the Commission aware of <br />the number of requirements that Mr. Cunningham had to go through in order to get <br />permission to start his business (Impact Statement, PCA, and Rice Creek). He stated <br />that perc tests and soil borings were taken to validate construction of the buildings. <br />Let the minutes show that Mr. Dennis Cunningham was present to show Hugo the plans <br />for his proposed facilities in Lino Lakes noting that Lino Lakes' Building Inspector <br />appeared with Cunningham to explain the permits that have been granted for the <br />operation, and are a matter of record in Lino Lakes for any future use by Hugo. <br />REGAL PLASTICS PRODUCT - MINOR SUBDIVISION AND SITE PLAN APPROVAL <br />A preliminary plat of the Peloquin Industrial Park subdivision was presented. The <br />property in question would be known as Lot 19 Block 1. A letter of credit in the <br />amount of $5,000.00 to insure construction of Fur Avenue is also on file. McAllister <br />felt that the City Council did not want the hardshell finished before action could be <br />taken on Richard Olson's application. A temporary easement agreement between Peloquin <br />and Olson is also a matter of record. <br />Gillen questioned whether the contract for deed was registered at Washington County, <br />Mr. Olson stated that it had been registered. Gillen objected to approval of the <br />Minor Subdivision because of possible opposition to the subdivision at the public <br />hearing. Ehret stated that the dty has been acting on these pieces of property on a <br />metes and bounds basis on an individual basis until now. The Commission needs to consi- <br />der the fact that the property in question is not property to be sold bu a read sold. <br />Gillen felt there could be difficulties in the approach the Commission is taking in this <br />matter. Ehret stated that the problem that is being brought is that, in effect, the <br />Commission is being asked to act before the fact. McAllister"A-here would be6roblem <br />if this was a new transaction. The sale of the property was gonsummated a year ago, and <br />Peloquin has done as the City Council directed. <br />
