City Council meeting of July 6, 1993 <br />Page 2 <br />Stoltzman made motion, Miron seconded, to adopt RESOLUTION 1993-10, <br />RESOLUTION ACCEPTING PROPOSAL ON SALE OF $1,205,000 G.O. WATER AND SEWER <br />REVENUE BONDS OF 1993, AND PROVIDING FOR THEIR ISSUANCE <br />VOTING AYE: Barnes, Brunotte, Miron, Stoltzman <br />Motion Carried' <br />Barnes made motion, Miron seconded, to consider Item 23 of agenda, <br />Drainage Report on Lake Air Estates, at this time. <br />All aye' Motion Carried. <br />The City received a report from Howard Kuusisto regarding improvement <br />corrections to the drainage facilities for Lake Air Estates- The City <br />Engineer provided three options ranging in cost from $55,189 to $3815107. <br />Barnes made motion, Stoltzman seconded, to accept the report of Howard <br />Kuusisto regarding drainage facilities for Lake Air Estates. <br />All aye. Motion Carried' <br />The City Engineer will meet with residents on July 27, 1993, from 4:00 PM <br />until 6:00 PM, to discuss his report with them. <br />The Council considered a revised final plat for the RICE LAKE MEADOWS 2ND <br />ADDITION, which includes the drainage easements requested by the Council <br />on June 21st, as well as alterations of drainage patterns that were <br />requested on the west and of 145th Street. The Council also expressed <br />concerns about the future improvement to Goodview Avenue, south of the <br />subdivision, as well as potential impact of the subdivision on the <br />drainage through Rice Lake. The developers indicated belief that a <br />requirement to improve Goodview Avenue as part of the suLdivision approval <br />is excessive, considering the current improved access to the site from <br />Geneva Avenue, and that this matter was discussed during the preliminary <br />plat for subdivision and a settlement agreed upon. Review of the drainage <br />issues indicates to staff that the primary concern for drainage from Rice <br />Lake are caused by blockages in Rice Creek, wnich are the responsibility <br />of the watershed district. Staffj indicated it mav be aLmrorriate to <br />condition approval of the subdivision contingent upor Wine Creek Watershed <br />District's correction of outflow problems from Rico Lake' <br />Miron made motion, Stoltzman seconded, to approve the +inal plat for RICE <br />LAKE MEADOWS 2ND ADDITION, contingent upon Rice Creek Watershed Districts <br />correction of outflow problems from Rice Lake, and placement of a PRIVATE <br />DRIVEWAY sign at the entrance of Carey Weisner's driveway' <br />VOTING AYE: Brunotte, Miron, Stoltzman <br />VOTING NAY: Barnes <br />Motion Carried <br />
