MINUTES FOR THE CITY COUNCIL MEETING OF AUGUST 16, 1993
<br />The meeting was called to order by Mayor Stoltzman at 7:00 PM.
<br />PRESENT: Brunotte, Leroux, Miron, Stoltzman
<br />City Administrator, Robert Museus

<br />City Clerk, Mary Ann Creager
<br />ABSENT: Debra Barnes
<br />Miron made motion, Leroux seconded, to approve the minutes for the City
<br />Council meeting of August 2, 1993, as submitted.
<br />All aye. Motion Carried.
<br />Miron made motion, Brunotte seconded, to approve the minutes for the
<br />special Council meeting of August 9, 1993, as submitted.
<br />All aye. Motion Carried.
<br />Leroux made motion, Miron seconded, to approve the claims for August 16,
<br />1993, in the amount of $56,537.95.
<br />All aye. Motion Carried.
<br />NSP FRANCHISES
<br />On July 19, 1993, the City Council considered a request from NSP for
<br />franchises to serve natural gas and electricity to residents of the City
<br />of Hugo. At that time, the City Council directed a public hearing be
<br />scheduled to consider public input on the awarding of these franchises to
<br />NSP. Mayor Stoltzman called to public hearing to order, and there were no
<br />oral or written comments regarding these ordinances.
<br />Leroux made motion, Miron seconded, to adopt ORDINANCE 93-263, AN
<br />ORDINANCE GRANTING TO NSP, A MINNESOTA CORPORATION, ITS SUCCESSORS AND
<br />ASSIGNS PERMISSION TO CONSTRUCT, OPERATE, REPAIR AND MAINTAIN IN THE CITY
<br />OF HUGO, MINNESOTA, AN ELECTRIC DISTRIBUTION SYSTEM AND TRANSMISSION
<br />LINES, INCLUDING NECESSARY POLES, POLE LINES, FIXTURES AND APPURTENANCES,
<br />FOR THE FURNISHING OF ELECTRIC ENERGY TO THE CITY AND ITS INHABITANTS. AND
<br />OTHERS, AND TO USE THE PUBLIC WAYS AND PUBLIC GROUNDS OF SAID CITY FOR
<br />SUCH PURPOSES.
<br />VOTING AYE: Brunotte, Leroux, Miron, Stoltzman
<br />Motion Carried.
<br />Leroux made motion, Stoltzman seconded, to adopt ORDINANCE 93-264, AN
<br />ORDINANCE GRANTING TO NSP, A MINNESOTA CORPORATION, ITS SUCCESSORS AND
<br />ASSIGNS PERMISSION TO ERECT A GAS DISTRIBUTION SYSTEM FOR THE PURPOSE OF
<br />INSTALLING, ENLARGING, OPERATING, REPAIRING AND MAINTAINING IT THE CITY OF
<br />HUGO, MINNESOTA, THE NECESSARY GAS PIPES, MAINS, AND APPURTENANCES FOR THE
<br />TRANSMISSION OR DISTRIBUTION OF GAS TO SAID CITY AND ITS INHABITANTS AND
<br />OTHERS AND TRANSMITTING GAS INTO AND THROUGH SAID CITY AND TO USE THE
<br />PUBLIC WAYS AND PUBLIC GROUNDS OF SAID CITY FOR SUCH PURPOSE.
