Motion Carried. <br />ENGINEER'S REPORT (O'MARA DRAINAGE) <br />William O'Mara, 16.337 Harrow Avenue North, expressed concerns to the City <br />regarding the ponding of water on his property. Mr. O'Mara contends that <br />the City's improvement to the street and drainage ways has increased the <br />ponding of water on his property. The City Engineer's report indicated <br />that the water elevation for this pond is controlled by the culvert <br />crossing O'Mara's driveway, and that this culvert was not disturbed during <br />the street improvement project. Some additional water may be ponding on <br />O'Mara's property due to the filling of the ditch to the Borth of Mr. <br />O'Mara's driveway, but that the ditch -grade was controlled by two factors <br />- the existing utilities in the road right-of-way, and Mr. O'Mara's <br />request to maintain a grade on the ditch that would allow for easy access <br />for mowing. Lowering of this grade may provide some minor benefit to Mr. <br />O'Mara, but the ditch elevation is limited by the culvert crossing Harrow <br />Avenue to the north. In addition,. the culvert under Mr. O'Mara's driveway <br />may be blocked by sediment. As this sediment may have been deposited <br />during the construction project, it will be cleaned by the City in the <br />near future. The Council considered the impact of lowering the ditch <br />profile against the benefit that Mr. O'Mara would receive in reduced <br />ponding. <br />Leroux: made motion, Miron seconded, authorizing the City to clean and open <br />O'Mara's driveway culvert, and reshape the ditch north of said driveway. <br />All aye. Motion Carried. <br />RECREATIONAL. FIRE ORDINANCE (HEARING DATE) <br />During a recent enforcement case, a Washington County judge determined <br />that all recreational fires in the City of Hugo are illegal under current <br />City ordinance. The City has, for a number of years, allowed recreational <br />fires. In order to maintain this practice, changes to City ordinances <br />110-18 and 110-20 have been recommended by the City Attorney. <br />Miron made motion, Stoltzman seconded, that the proposed changes to City <br />ordinances relating to recreational fires be forwarded to the Planning <br />Commission for a hearing date on October 27, 1993. <br />All aye. Motion Carried. <br />BUILDING DEPARTMENT INTERN <br />Stoltzman made motion, Barnes seconded, to extend Vern Bartlette's <br />internship until October 29, 1993. <br />All aye. Motion Carried. <br />
