MINUTES FOR THE HUGO CITY COUNCIL MEETING OF OCTOBER 4. 1993 <br />The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Miron, Stoltzman <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Howard Kuusisto <br />City Clerk, Mary Ann Creager <br />ABSENT: Leroux (Arrived at 7:15 PM) <br />Barnes made motion, Miron seconded, to approve the minutes for the City <br />Council meeting of September 20, 1993, as amended. <br />All aye. Motion Carried. <br />Miron made motion, Brunotte seconded, to approve the claims for October 4, <br />1993, in the amount of $63,170.79. <br />All aye. Motion Carried. <br />VARIANCE REQUEST (ALFORD) <br />On behalf of James Alford of 8019 130th Street North, Lloyd Chalupsky <br />requested a variance to construct a garage closer to 130th Street than the <br />principal structure. City Code, Chapter 320-5(H4), states no detached <br />garage or other accessory building should be located nearer the front lot <br />than the principal building on that lot. The request is based on <br />topography of the lot, location of large trees on the property, <br />aesthetics, and drainage concerns. <br />Miron made motion, Barnes seconded, to approve the variance for James <br />Alford, 8019 130th Street, for construction of a 24' :; 4(')'* garage, the <br />front of which will be 24' in front of the residence. The proposed garage <br />to be used for residential purposes only. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (MARBLE) <br />Ray Marble, 12966 Irish Avenue, made application for a SUP to keep two <br />horses on his property, which is 5.6 acres in size and zoned RRC. The <br />Hugo Planning Commission considered this matter at their meeting of <br />9/22/93, and recommended approval of the request. <br />Miron made motion, Brunotte seconded, to approve the Special Use Permit <br />for Ray Marble, 12966 Irish Avenue, to keep two horses on property, <br />subject to the following: Upon the sale of the property by Mr. Marble, <br />the SUP to keep horses would become null and void. It would be the option <br />of the purchaser to reapply for a SUP. <br />All aye. Motion Carried. <br />FINAL PAYMENT (CIP II MITIGATION POND <br />The City Engineer recommended final payment for the mitigation pond <br />constructed at Rice Lake Park as part of the CIP II project. <br />
