Barnes made motion, Miron seconded, to make final payment for Forest Lake Contracting for the mitigation pond constructed at Rice Lake Parti:., assuming if no objection is received from the DNR. All aye. Motion Carried. ORDINANCE CHANGE (PARKLAND DEDICATION) The Hugo Planning Commission recommended that the City increase the required payment for parkland dedication from the Current- $175.00 per lot to $500.00 per lot. The staff recommended the Council establish a hearing date of October 27, 1993, for the Planning Commission to receive public comment on the ordinance. Miron made motion, Leroux: seconded, to schedule a public hearing for the Hugo Planning Commission meeting of October 27, 1993, 7:10 PM, for the purpose of considering an ordinance change by increasing the required parkland dedication fee from $175.00 per lot to per lot. All aye. Motion Carried. COMPREHENSIVE PLAN REVISION Minnesota Statutes 1038.231 requires that City's prepare a plan that establishes objectives and policies for water quality, identifies alternatives for improving water quality, and establishes methods of implementation. The law provides certain authority to the Metro Council for approval of these plans. Currently, the Metro Council will not consider applications from the City regarding MUSA boundary changes, and other land -use matters, until the City has adopted an amendment to its Comprehensive Plan, committing the City to implement the State mandated water quality standards. The staff recommended that the City Council establish a public hearing date for the Planning Commission to consider- the onsiderthe change to the Comprehensive Plan on October 27, 1993. Stoltzman made motion, Brunotte seconded, to schedule a public hearing from the Hugo Planning Commission meeting of October 27, 1993, 7:15 PM, for the purpose of considering an amendment to the City's Comprehensive Plan, committing the City to implement the State mandated water quality standards. JOINT POWERS AGREEMENT (WHITE BEAR TOWNSHIP) The Council reviewed a Joint Powers Agreement between the City of Hugo, White Bear Township, and Oneka Ridge, Inc., regarding the extension of public utilities from White Bear Township to the golf course currently under construction on 120th Street near Fiona Avenue. The staff recommended approval of the Agreement, as presented.
