City Council meeting of October 4, 1993 <br />Page 2 <br />COUNCILMAN LEROUX ARRIVED AT 7:15 PM. <br />Barnes made motion, Miron seconded, to make final payment for Forest Lake <br />Contracting for the mitigation pond constructed at Rice Lake Parti:., <br />assuming if no objection is received from the DNR. <br />All aye. Motion Carried. <br />ORDINANCE CHANGE (PARKLAND DEDICATION) <br />The Hugo Planning Commission recommended that the City increase the <br />required payment for parkland dedication from the Current- $175.00 per lot <br />to $500.00 per lot. The staff recommended the Council establish a hearing <br />date of October 27, 1993, for the Planning Commission to receive public <br />comment on the ordinance. <br />Miron made motion, Leroux: seconded, to schedule a public hearing for the <br />Hugo Planning Commission meeting of October 27, 1993, 7:10 PM, for the <br />purpose of considering an ordinance change by increasing the required <br />parkland dedication fee from $175.00 per lot to per lot. <br />All aye. Motion Carried. <br />COMPREHENSIVE PLAN REVISION <br />Minnesota Statutes 1038.231 requires that City's prepare a plan that <br />establishes objectives and policies for water quality, identifies <br />alternatives for improving water quality, and establishes methods of <br />implementation. The law provides certain authority to the Metro Council <br />for approval of these plans. Currently, the Metro Council will not <br />consider applications from the City regarding MUSA boundary changes, and <br />other land -use matters, until the City has adopted an amendment to its <br />Comprehensive Plan, committing the City to implement the State mandated <br />water quality standards. The staff recommended that the City Council <br />establish a public hearing date for the Planning Commission to consider- <br />the <br />onsiderthe change to the Comprehensive Plan on October 27, 1993. <br />Stoltzman made motion, Brunotte seconded, to schedule a public hearing <br />from the Hugo Planning Commission meeting of October 27, 1993, 7:15 PM, <br />for the purpose of considering an amendment to the City's Comprehensive <br />Plan, committing the City to implement the State mandated water quality <br />standards. <br />All aye. Motion Carried. <br />JOINT POWERS AGREEMENT (WHITE BEAR TOWNSHIP) <br />The Council reviewed a Joint Powers Agreement between the City of Hugo, <br />White Bear Township, and Oneka Ridge, Inc., regarding the extension of <br />public utilities from White Bear Township to the golf course currently <br />under construction on 120th Street near Fiona Avenue. The staff <br />recommended approval of the Agreement, as presented. <br />
