If no report is available, staff is to request the deputy patrol the area to substantiate the claim of excessive speeding. All aye. Motion Carried. HAZARD ELIMINATION SAFETY PROGRAM SIGN INVENTORY The Council reviewed the inventory of signs to be replaced as part of the Hazard Elimination Program, with 90 of the cost to be funded by a federal grant. Miron made motion, Leroux; seconded, to approve the inventory of signs to be replaced as part of the Hazard Elimination Program. All aye. Motion Carried. FIREMAN'S RELIEF ASSOCIATION APPOINTMENT Based on a request from the Hugo Fireman's Relief Association, staff recommended the appointment of Ron Otkin, the City's Finance Director, as an ex -officio member of the Hugo Fireman's Relief Association, replacing City Clerk., Mary Ann Creager. Because Mr. Otkin is more closely involved with the finances of the Association, his membership on the Board would be more practical. Stoltzman made motion, Barnes seconded, to appoint the City's Finance Director, Ron Otkin, as an ex -officio member of the Hugo Fireman's Relief Association, replacing City Clerk., Mary Ann Creager. All aye. Motion Carried. RICE CREEK: WATERSHED DISTRICT ADVISORY COMMITTEE APPOINTMENT The RCWD requested that the City Council appoint an individual to serve on the Rice Creek Watershed Advisory Committee as part of its process in amending its water resource management plan. Given the many surface water -related issues the City is currently involved with, a member of the community serving on this Board would be of benefit to the community. Staff felt that appointment of a Council member, or the City Administrator, would be appropriate. Miron made motion, Brunotte seconded, to appoint Council member, Debra Barnes, to serve on the Rice Creek Watershed Advisory Committee. All aye. Motion Carried. NOVEMBER COUNCIL WORKSHOPS Staff requested that the Council establish two workshops during the month of November, the first, review draft -water management plan prepared by the City Engineer, and the second, to discuss capital improvement planning as part of the budgetary process.
