Motion Carried. <br />ORDINANCE REVISION (OPEN BURNING) <br />The Hugo Planning Commission conducted a public hearing on October 27, <br />1993, to consider revision of the City's ordinance regarding open burning, <br />and recommended adoption of the ordinance, as presented. The proposed <br />revision adopts State Statute with additional limitations on burning <br />during the winter months and barrel burning. The Council felt that they <br />would like more time to make a determination on burning during winter <br />months and barrel burning. <br />LeroUX made motion, Miron seconded, to adopt ORDINANCE 93-2186, AN <br />ORDINANCE REPEALING CHAPTER 110-16 THROUGH 110-31 OF THE HUGO CITY CODE <br />ENTITLED "FIRE PROTECTION AND PREVENTION", AS THEY HAVE BEEN PREEMPTED AND <br />REPLACED BY MINNESOTA STATUTES, CHAPTER 88, ET SEQ. <br />All aye. Motion Carried. <br />ORDINANCE REVISION ( FPARl:'LAND DEDICATION).. <br />The Hugo Planning Commission conducted a public hearing on October 27, <br />1993, to consider revision of the City's ordinance by revising the City's <br />regulations by raising the parkland dedication fee from $175.00 to <br />per lot, and allowing certain large lots to be exempted from the <br />requirement. The Planning Commission recommended adoption of the <br />ordinance with the addition prohibiting wetlands being used for parkland <br />dedication. <br />Miron made motion, LeroU>; seconded, to adopt ORDINANCE 9'-287, AN <br />ORDINANCE AMENDING CHAPTER 90-13, SUPD. B(.?) OF THE HUGO CITY CODE <br />ENTITLED "SUBDIVISIONS" BY INCREASING THE PARK LAND DEDICATION FEE FROM <br />$175.00 TO $500.00 PER LOT. <br />All aye. Motion Carried. <br />COMPREHENSIVE PLAN AMENDMENT (RESOLUTION) <br />In response to mandates made by the State of Minnesota and the <br />Metropolitan Council, the Hugo Planning Commission conducted a public <br />hearing regarding amending the City's Comprehensive Plan, which would <br />commit the City to adopting the National Urban Runoff Program Standards, <br />or their equivalent, for design of new storm water ponds, and the MPCA's <br />urban best management practices, titled, "Protecting Water Quality in <br />Urban Areas". The PC recommended adoption. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 9 -15, A <br />RESOLUTION ADOPTING THE NATIONAL URBAN RUNOFF PROGRAM STANDARDS. <br />All aye.
