City Council meeting of December 8, 1993 <br />Page 3 <br />Based on a recommendation from the Chairperson of the Hugo Planning <br />Commission, the following motion was made: <br />Barnes made motion, Stoltzman seconded, that Bob Oswald be removed as <br />member of the Hugo Planning Commission effective this date, and that a <br />letter of appreciation for his service be sent to him. <br />All aye. Motion Carried. <br />Leroux made motion, Stoltzman seconded, directing City staff to contact <br />Jim Kellison to determine if he is still interested in serving on the Hugo <br />Planning Commission. The City Administrator is to report on 12/20/93. <br />All aye. Motion Carried. <br />LAKE AIR ESTATES DRAINAGE STUDY <br />At the Council meeting of 11/15/9•_, TKDA presented the Council with their <br />report on the status of surface water drainage in the Lake Air Estates and <br />surrounding area. At that time, the Council tabled action December B, <br />1993, in order to allow time for consideration on the report. Staff <br />requested guidance from the Council as to what action, if any, the City <br />should take in correcting the drainage problems identified in Lake Air <br />Estates, and secondly, the funding mechanism for any such improvements. <br />Miron made motion, Leroux seconded, directing City staff to prepare a <br />draft ordinance creating a storm water utility. It is the Council's <br />intent to fund the utility from City-wide impact fees, developmental <br />impact fees, and seed -money from the City's capital improvement fund. The <br />purpose of the utility is to provide management and funding of storm water <br />improvement projects. <br />All aye. Motion Carried. <br />DRAINAGE COMPLAINT (WALLER) <br />The City Administrator submitted a report for Council consideration <br />regarding the circumstances surrounding the Waller's complaint of excess <br />runoff from the Evergreen Hills subdivision, as well as a recommendation <br />for City action. After a lengthy discussion, and a request by Ed Waller <br />to redirect the flow of the pond water across his property, and lower the <br />level of the pond east of Homestead Ave, the following motion was made: <br />Miron made motion, Leroux seconded, directing City staff to determine the <br />feasibility of controlling the level of the lake located in Evergreen <br />Hills, by the placement a culvert under Homestead Avenue, at the north end <br />of the lake, to be drained onto the Waller property. <br />All aye. Motion Carried. <br />SURFACE WATER MANAGEMENT (WORKSHOP) <br />Based on prior discussion, staff requested that the Council establish a <br />date for conducting a workshop on the City's Surface Water Management <br />Plan. This workshop would review work done to -date, and provide staff <br />with guidance for preparation of a draft -plan. <br />
