MINUTES OF THE PROCEEDINGS <br />CF THE HUGO PLANNING COMMISSION <br />M,",RCH 24, 1976 <br />Shepherd of the Fields Public Hearing <br />The public hearing regarding the request of Shepherd of the Fields <br />Lutheran Church for a Special Use Permit for a church and parking fac- <br />ilities was opened at 7:15PM by Chairman Spitzer. attending were: <br />Spitzer, Ehret, Peloquin, and Peltier. Also attending were Irene Leroux <br />representing the City Council, Bill Schwab of the Washington County <br />Planning Department and Brian Amundson of the City Engineer's office. <br />The notice of public hearing was read and Chairman Spitzer noted <br />that the minutes of the February 25th meeting of the Planning Comm- <br />ission would be made part of the record of this hearing. <br />Lester :;inter, chairman of the church group, introduced Mr. Eldon <br />Morrison of Eldon Morrison Architects, Inc."of White Bear Lake, Minn- <br />esota, who presented architectural drawings of the proposed church and <br />grounds and made the presentation concerning the proposed plans. <br />He stated that the 6,000 sq. foot building would be erected on a <br />6.8 acre site now owned by Vern Peloquin, loc^ted just east of the Hugo <br />School. The church would be erected on the easterly portion of the site <br />at the slightly higher side of the property. It will be lifted two feet <br />above the existing grade and the drainage will run to the west where a <br />ponding area will be created to hold run off until it cpn be handled by <br />the existing 81, storm sewer stem pipe. <br />He further explained that to comply with the request of the Wash- <br />ington County Planning Department for screening, they propose to plant <br />Sugar Locusts on the east side of the property, am shrubs and crab <br />apples on the front side to screen the parking area from the street. <br />The parking lot would handle parking for 100 cars and the church <br />would have a seating capacity of 296 chairs. They are proposing a f1Bx- <br />ible open structure to be used not only for the church but could be <br />used by the community as well. There will be folding walls opening to <br />a multiple use area for Sunday School and meetings, and on the opposite <br />side there will be a 1,000 sq. ft area for a possible day care center <br />for thirty children. This area will include a kitchen that could be <br />separated by screening. Washroom facilities would be easily accessable <br />to all areas. The church offices would overlook the parking lot and <br />street side, and the Pastor's office will be adjacent to these offices. <br />The entire building will have a laminated wood deck, with laminated <br />wood beams and a high sloping ceiling. The building will be very flex- <br />ible so that in the future, changes can be made as the need arises, They <br />propose a small wooden sign by the driveway simply stating "Shepherd of <br />the Fie lis Lutheran Church", he said. <br />Morrison further stated that the church will be in a good central <br />loctation so that it can be used by the community, and the community <br />can profit from the building itself. Traffic flow and drainage plans <br />have been discussed with the City Engineer's office and they are willing_ <br />to meet his requirements, he said. <br />Morrison said the parking lot is 150 x 260' and they propose laying <br />in 81, of Class 5 for the present with anticip?tlon of blacktopping it at <br />a later date. Regarding utilities - thbre is sanitary sewer available <br />but it would be necessary for t%e church to petition to the city to have <br />
