Electric power will be underground. <br />Mrs. Sterling Ashby, 5980 Oneka Lake Blvd: My neighbors and I are <br />concerned about the surface drainage off the blacktopped parking lot. <br />Which direction will it travel? <br />Morrison: We propose leaving a swail that will drain to a fifty foot <br />grassed area. No drainage should go south. It will ao west. <br />Spitzer; Has our Engineer's office reviewed the drainage: <br />Amundson: The drainage plan has been changed since we last saw it. I <br />would have to look at it again. We do feel that the eight inch pipe <br />is not sufficient to carry the water away without ponding first. We <br />used a 211 rainfall and figured they would have to store a half days's <br />water and we would recommend a dby's storage. The worst condition would <br />occur in the spring and 80 - 100% will be run off. In that case, there <br />would be a flow of about 5 - 6 CFS. <br />Spitzer: Whet fraction of the 6.8 acres will be surfaces with either <br />blacktop or buildings, etc., thus becoming unavailable for perculation <br />type run-off? <br />Amundson: 20% or slightly over a acre will be ~urfaced with either <br />blacktop or buildings. Our primary concern for t're project is surface <br />water - utility loading and traffic loading, if present plans are fol- <br />lowed should be no problem. We do feel the road would need to be <br />looped around. <br />Mrs. Ashby: If you plan to pond behind Mr. M,oe's property, there is <br />going to be problems. <br />peloquin: Unless Mr. Moe has changed his mind, he has indicated to us <br />that there would be no problem. <br />Spitzer: According to present plans of the church, the water problem <br />on your street, Mrs. Ashby, should neither be alleviated or made worse. <br />There may be a storm water problem but it is not necessarily a problem <br />of the church. <br />Schwab: On February 25, 19769 I reviewed the project and in a written <br />report of that date I recommended approval suD"ject to the following <br />conditions: <br />1. The p-rcel be properly subdivided and as part of that subdivision, <br />adequate road right of way for 148th Street North be dedicated. <br />2. An agreement be reached with the City Council regarding construc- <br />tion of 148th Street to minimum standards as set forth by the <br />City Engineer. <br />3. That the City Engineer determine that the site has adequate storm <br />drainage, and that any recommendations he may have regarding <br />storm drainage shall be incorporated as part of this special <br />use permit. <br />4. The City Engineer should determine that the site can be adequately <br />
