Hugo City Planning Commission <br />Page 2 <br />March 24, 1976 <br />would recommend that in addition to the conditions outlined in my report of <br />February 25, 1976, that Item 5 of the previous report be replaced with the <br />following: <br />5. A detailed screening plan be submitted to the Planning Commission <br />for their review and approval prior to the issuance of any building <br />permits. The screening shall be such to affectively reduce the <br />visual impacts of the Church and parking lot from the property to <br />the east. The screening plan shall also include proposed screening <br />along the south edge of the property, so as to reduce the visual <br />impacts of the parking lot from the south. The screening plan shall <br />include species and size of shrubs and trees proposed. <br />6. The entrance driveways and parking lot shall have a blacktop surface <br />or some arrangement acceptable to the City Council shall be made to <br />ensure that a blacktop surface will be installed within an appropriate <br />time frame. <br />7. That if a ponding area is required to handle the storm water run-off, <br />the site plan shall be revised to reflect the location and size of such <br />a ponding area. The site plan shall then be resubmitted to the Planning <br />Commission for their review and approval as it relates to the storm <br />water ponding area. <br />The Planning Commission should decide if they want to recommend the posting of <br />bonds to insure that the landscaping be installed in accordance with the special <br />use permit. Also, the Planning Commission should discuss the feasibility of <br />requirement of a blacktop parking lot and entrance drives.
