MINUTES FOR THE CITY COUNCIL_ MEETING OF JANUARY 1. , .1992
<br />The meeting was called to order by Mayor Stolt man at 7:00 PM.
<br />PRESENT: Barnes, Brunotte, Jesinski, Miron, Stolt man

<br />Miron made motion, Barnes seconded, to approve the minutes for the Council
<br />meeting of January 6, 1992, as amended.
<br />All aye. Motion Carried.
<br />Barnes made motion, Brunotte seconded, to approve the claims for January
<br />21, 1992, in the amount of $23,208.80.
<br />All aye. Motion Carried.
<br />CHARITABLE GAMBLING LICENSES
<br />Stolt man made motion, Jesinski seconded, that the City Council does
<br />hereby resolve that they have no objection to the issuance of a Premise
<br />Permit, pursuant to M.S. 349.213, Subd. 2, for the property described as
<br />12010 Keystone Avenue, as submitted by the Hugo Lions Club, for the
<br />purpose of conducting lawful gambling, and waiver of the 60 -day waiting
<br />period.
<br />All aye. Motion Carried.
<br />Barnes made motion, Brunotte seconded, that the City Council does hereby
<br />resolve that they have no objection to the issuance of a Premise Permit,
<br />pursuant to M.S. 349.213, Subd. 2, for the property described as 17205
<br />Forest Blvd., as submitted by the White Bear Latae Boxing Club, for the
<br />purpose of conducting lawful gambling, and waiver of the 60 -day waiting
<br />period.

<br />CONTRACTOR LICENSING POLICY
<br />Effective January 1, 1992, building contractors operating in the State of
<br />Minnesota are required to be licensed by the State, when applicable. The
<br />State has indicated that there is a three -to -four week turnaround time for
<br />the processing of the application. As of the first of the year, only
<br />about 1/3 of all contractors, operating in the State, had secured their
<br />licenses. The City Council has suggested that a draft -policy be prepared,
<br />allowing contractors a limited -grace period for complying with this
<br />licensing requirement. The State law applies primarily to contractors
<br />whose annual gross receipts from activities are greater than $15,000
<br />annually, or the contracts for individual projects exceeds $2,500 per
<br />project. The fee for a two-year license is $135.00 or $75.00 per year.
<br />License application forms are being provided by the City's building
<br />inspector, and completed forms, with the appropriate fees, are to be sent
<br />to the Minnesota Dept. of Commerce, 133 East 7th Street, St. Paul, MN
<br />55101.
