City Council meeting of January 21, 1992 <br />Page 2 <br />Miron made motion, Jesinski seconded, to adopt RESOLUTION 1992-1, A <br />RESOLUTION ESTABLISHING TEMPORARY GRACE PERIOD FOR CONTRACTOR LICENSING. <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stolt man <br />Motion Carried. <br />PRELIMINARY PLAT (WUNDERLICH HILLS) <br />William and Ruth Wunderlich of St. Ignatius, Montana have made application <br />to the City of Hugo for formal platting of an 87 acre tract of land into <br />two 10 acre lots and one outlot consisting of approximately 67 acres. <br />The property in question is zoned agricultural, and is located between <br />Ingersoll Avenue and Jeffrey Avenue, in the N 1/2 of Section 14, T31N, <br />R21W, Washington County, MN. This tract of land is supposedly connected <br />by an easement running from Lot 2, Block 1, to Outlot A. This lot <br />arrangement was created by a previous minor subdivision in 1987. It is <br />the applicant's intent to develop Lots i and 2, Bloc: 1, for residential <br />purposes, and Outlot A is not to be developed unless alternate, acceptable <br />access to the site is provided in the future. Access to Outlot A is <br />supposedly provided by an existing driveway on the north and east edges of <br />Lots i and 2, Block 1. Because of the topography of the area, it would be <br />economically difficult to construct a driveway to Outlot A from Ingersoll <br />Avenue that would meet City standards, and provide access to a residential <br />dwelling with public safety equipment. The applicants have indicated they <br />will not subdivide Outlot A for residential purposes, unless an acceptable <br />access to the Outlot can be provided through the securing of private road <br />easements for construction of a bituminous roadway to the site. Permits <br />from the watershed district are predicated on Outlot A being identified as <br />a non -buildable lot. At the December 18, 1991 Planning Commission <br />meeting, this matter was discussed at length, and the representatives of <br />the applicant indicated that Outlot A would be identified as undevelopable <br />at this time, and before it would be developed, acceptable access to the <br />site will be provided. The applicant did, however, indicate he would like <br />to reserve the right to develop Outlot A in the future. The Planning <br />Commission recommended approval of the preliminary plat in question <br />subj•act to special conditions. <br />Barnes mace motion, Miron seconded, to approve the preliminary plat of <br />WUNDERLICH HILLS, as submitted by William and Ruth Wunderlich, for formal <br />platting of an 87 acre tract of land into two 10 acre lots and one Outlot, <br />consisting of approximately 67 acres. Plat approval shall be contingent upon compliance with the plat <br />zonditions, as well as t:ie grading storm water drainage and utility <br />plans. <br />2. All conditions of plat approval must bE met prior to the stamping of <br />any deeds for recording by ',:he City Clerk:, unless other -rise permitted <br />by Council action. <br />3. The property lines on site must be identified by the applicants to <br />assure proper setbacks when buildings are to be constructed, if <br />required by the building inspector. All lots must be properly staked. <br />
