The purpose of this rezoning is to subdivide the property for single family residential development at a later date. A portion of the lot in question is located in the flood plain and is adjacent to DNR Protected Wetland No. 17-4. The property is located south of County Rd. GA at its intersection with Fondant Ave. No. There is currently a residence on the site in question. There is a 6" water main and a sewer main in County Rd. GA, adjacent to the site. The site is adjacent to a single family urban district to the north. The property to the east is zoned RR1 and to the south is zoned SFE. The location of this property at County Rd. GA is on a curve with limited visibility. There may be a need to look at potential safety problems, if future lots are to have direct access to Co. Rd. GA via driveways. Because of its proximity to wetlands and the flood plain, the City staff strongly recommends that soil tests be done on site, and topographic mapping be provided showing the 100 -year high water mark and site elevations. Soil testing should also be provided identifying the high groundwater mark: in this area. The Planning Commission considered this request at their meeting of 1/22/92, and unanimously recommended approval of the rezoning request. If the City Council feels this request is consistent with the comprehensive plan, the City recommends that the rezoning request approval be made with the understanding that a future subdivision will not be considered unless the above recommended information is provided, and the site meets all City, County, and State regulations. Paulene Daubenspeck addressed the Council, and stated that she was aware of the concerns of the City to be addressed at the time of subdivision. Miron made motion, Brunotte seconded, to adopt ORDINANCE 1992-274, AN ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY AMENDING THE ZONING DISTRICT CLASSIFICATION OF THE DESCRIBED REAL PROPERTY. VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman VOTING NAY: None Motion Carried. SEASONAL APPOINTMENT OF STREET SUPERVISOR The City staff is recommending authorization to notify Mr. Charles Shalander to resume his duties as street supervisor, effective March 1, 1992. Mr. Shalander's services are not utilized over the winter months, and we are anticipating the need to have him available to monitor road conditions beginning in early -March. The monthly retainer for Mr-. Shalander is $5.35.00. Brunotte made motion, Miron seconded, to notify Mr. Charles Shalander that he should resume his duties and Road Supervisor on March 1, 1992, for a retainer of $535.00 per month. All aye.
