City Council meeting of February ?, 1992 <br />Page 3 <br />Retail Business to Single Family Urban. The purpose of this rezoning is <br />to subdivide the property for single family residential development at a <br />later date. A portion of the lot in question is located in the flood <br />plain and is adjacent to DNR Protected Wetland No. 17-4. The property is <br />located south of County Rd. GA at its intersection with Fondant Ave. No. <br />There is currently a residence on the site in question. There is a 6" <br />water main and a sewer main in County Rd. GA, adjacent to the site. The <br />site is adjacent to a single family urban district to the north. The <br />property to the east is zoned RR1 and to the south is zoned SFE. The <br />location of this property at County Rd. GA is on a curve with limited <br />visibility. There may be a need to look at potential safety problems, if <br />future lots are to have direct access to Co. Rd. GA via driveways. <br />Because of its proximity to wetlands and the flood plain, the City staff <br />strongly recommends that soil tests be done on site, and topographic <br />mapping be provided showing the 100 -year high water mark and site <br />elevations. Soil testing should also be provided identifying the high <br />groundwater mark: in this area. The Planning Commission considered this <br />request at their meeting of 1/22/92, and unanimously recommended approval <br />of the rezoning request. If the City Council feels this request is <br />consistent with the comprehensive plan, the City recommends that the <br />rezoning request approval be made with the understanding that a future <br />subdivision will not be considered unless the above recommended <br />information is provided, and the site meets all City, County, and State <br />regulations. Paulene Daubenspeck addressed the Council, and stated that <br />she was aware of the concerns of the City to be addressed at the time of <br />subdivision. <br />Miron made motion, Brunotte seconded, to adopt ORDINANCE 1992-274, AN <br />ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY <br />AMENDING THE ZONING DISTRICT CLASSIFICATION OF THE DESCRIBED REAL <br />PROPERTY. <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />VOTING NAY: None <br />Motion Carried. <br />SEASONAL APPOINTMENT OF STREET SUPERVISOR <br />The City staff is recommending authorization to notify Mr. Charles <br />Shalander to resume his duties as street supervisor, effective March 1, <br />1992. Mr. Shalander's services are not utilized over the winter months, <br />and we are anticipating the need to have him available to monitor road <br />conditions beginning in early -March. The monthly retainer for Mr-. <br />Shalander is $5.35.00. <br />Brunotte made motion, Miron seconded, to notify Mr. Charles Shalander that <br />he should resume his duties and Road Supervisor on March 1, 1992, for a <br />retainer of $535.00 per month. <br />All aye. Motion Carried. <br />
