City Council meeting of July 6. 1992 <br />Page 2 <br />permit was not "reasonable". Mr. Barnard requested an extension of the <br />asphalt season to allow them to complete approximately $3.4 million in <br />jobs, as well as a credit for inspection -fee payment made in the amount of <br />$2, 000. <br />Miron made motion, Leroux seconded, directing the city administrator - <br />review inspection fee payments made by Dean Atkinson and River City <br />Asphalt, to determine if a reimbursement is appropriate. <br />All aye. Motion Carried. <br />Miron made motion. Brunotte seconded, to approve the renewal of the Mining <br />Permit for River City Asphalt until July 1, 1993, subject to the special <br />conditions, as on file in the City. <br />All aye. Motion Carried. <br />The Council discussed Mr. Barnard's request to allow the asphalt plant to <br />continue on the site through the season. The Council determined not to <br />adress the issue of the asphalt plant until their Mining Permit was signed <br />by both parties. <br />RICE LAME MEADOWS (FINAL PLAT APPROVAL) <br />Application has been made by Merila and Associates, on behalf of h::enco <br />Construction and Martin and Sandra Weqleitner, for approval of the final <br />plat of PNCE LAKE MEADOWS subdivision. The City has received copies of <br />permits from the MNDNR, RCWD, and US Army Corps of Engineers for this <br />project. In addition, the City Engineer has reviewed the final plat and <br />recommended approval. A draft. Development Agreement, between the City and <br />Kenco Construction, for RICE LAKE MEADOWS was submitted to the Council for <br />their review. At issue is the dollar amount to be charged against the <br />developer for future sea]. coating 'The $.90/lineal foot charged in the <br />past by the City is insufficient to cover the cost of the first seal coat <br />In order to cover the full cost, the City should charge $1.80 to $2.00 per <br />lineal foot. The Council action required is approval of the final plat, <br />and approval of the Development. Agreement. Cit.; Engineer Kuusisto <br />submitted a written report regarding this request. There was general <br />discussion on the private ditch system affected by this development. <br />James Merila presented a letter to the Council requesting that the <br />developer be reimbursed for extension of utilities shc-Uld adjAcent <br />property benefit from the i,nprovements. <br />Barnes made motion, Stoltz.man seconded, to approve the final plat for R_"CE <br />LAKE MEADGWS-PHASE 1, to subdivide 6k').2..7 acres into a 60-loi. single family <br />residential subdivision.
