MINUTES FOR THE CITY COUNCIL MEETING OF AUGUST 17. 199 <br />The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Brunotte, Leroux, Miron, Stoltzman <br />City Administrator, Bob MUseUS <br />City Engineer, Howard KUUsisto <br />City Clerk, Mary Ann Creager <br />ABSENT: Debra Barnes <br />Leroux made motion, Brunotte seconded, to approve the minutes for the <br />regular City Council meeting of August 3, 1992, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Leroux seconded, to approve the claims for August 17, <br />1992, in the amount of $69,202.68. <br />All aye. Motion Carried. <br />RESOLUTION AUTHORIZING TRANSFER OF WITTMAN PROPERTY <br />On August 3, 1992, the City Council authorized the subdivision of a <br />40 -acre parcel., owned by William F. and Patricia k::. Wittman, into one <br />30 -acre parcel and one 10 -acre parcel, contingent upon the 10 ---acre parcel <br />being combined with the land belonging to an adjacent property owner. <br />This was done because the 1�►--acre parcel has no access to a public road. <br />The Wittmans` have requested that the Council authorize them, by <br />resolution, to transfer the property in question to their daughter prior <br />to its sale to the adjacent property owner. This is being done for tax <br />reasons. If approved, the resolution would permit the Wittmans to <br />transfer the property, as they wish, while maintaining the City•s interest <br />in not creating a landlocked parcel. <br />Leroux made motion, Miron seconded, to adopt RESOLUTION 1992-20, <br />RESOLUTION AUTHORIZING TRANSFER/SALE=' OF WILLIAM WITTMAN PROPERTY. <br />VOTING AYE: Brunotte, Leroux, Miron, Stoltzman <br />Motion Carried. <br />REVIEW OF MONDOT LETTER REGARDING PROPOSED SPEED LIMIT CHANGES ON <br />GOODVIEW AND EUROPA AVENUES <br />On July 6, 19V2, the City Council adopted a res(Dlc.►i-..ion request..i.ric} ►.:.Fiat. <br />MNPOT review the current sp=,ed limits on Goodvi.ew and Europa Averii..ie=_., with <br />the intention of lowering the speed limits on these streets. 1.f, i_0un.r-i1 <br />received a copy of the response received from MNDOT on the Cc.)Unc.i.l <br />resolution. MNDOT indicated in their letter t -.hat there has been <br />insufficient change on property usage along Goo-dview Avenue to jUst.if;/ <br />lowering the 5(-) mph speed limit, which was established in 1989. On Ei..iropa <br />Avenue, MNDOT indicates that the City has authar.i.t.y, t_irider- Minnesota <br />Statutes, to declare this street an urban district, and thus by <br />resolution, establish a 30 mph speed limit. MNDOT does not recommend this <br />change, but instead recommends that. the City rely on the stat.utOr-.; speed <br />laws, as outlined in Minnesota StatUte 169..1.��. I"fi:.. Stat.Ute c-:Urrenily <br />limits the speed in urban districts t.o 3(") mph. and would be enforceable by <br />law enforcement officials. <br />
