City Council meeting of August 17, 1992 Page 2 Leroux: made motion, Miron seconded, that no change be made in speed limits on Goodview Avenue and Europa Avenue, because there has been insufficient change on property usage to justify lowering the speed limits. City staff is directed to notify residents who had requested a change of the City's position. All aye. Motion Carried. REVIEW HENNA AVE FLANS AND SPECS (AUTHORIZATION FOR BIDS) On June 1-5, 1992, the Council adopted a resolution ordering the improvement of Henna Avenue, and directed the plans and specs for the project be prepared by the City Engineer, which were provided. In order to proceed, the Council needs to approve the plans and specs, and authorize the letting of bids for the project. At issue yet is the amount and method of the making of assessments for the project. Leroux made motion, Miron seconded, authorizing the advertisement of bids for the Henna Avenue project, with an option of graveling 177th Street as a separate project. All aye. Motion Carried. 1993 PRELIMINARY TAX LEVY RESOLUTION The Finance Director, Ron Otk:in, presented the Council with the proposed budget for 1993 at the last Council meeting. The Council conducted a special meeting on August 11, 1992 to review the budget. By law, the City must certify to the County Auditor a preliminary 1993 tax; levy by September 15th. A truth -in -taxation hearing is tentatively set for December 7, 1992. At that hearing, or after, the Council may decrease the tax levy, but may not increase it. The proposed resolution would establish the 199: tax: levy for the City of Hugo in the amount of $912,851.00. This tax levy represents no change from that certified for 1992. Leroux made motion, Miron seconded, to adopt RESOLUTION 1992-21, RESOLUTION APPROVING PRELIMINARY 1992 TAX LEVY COLLECTIBLE IN 1993 IN THE AMOUNT OF $912.851.00. VOTING AYE: Brunotte, Leroux, Miron. RECEIPT OF 1992 GRAVEL FIDS The Council was presented the bids received by the City of Hugo f(_)r- its 1992 road -graveling project, as received August 14, 1992; .3ne from Yalley Paving in the amount of $7.13 per cubic yard, and one from Dresel Contracting in the amount of $6.65 per cubic yard. Miron made motion, Stoltzman seconded, to award the 1992 Class 5 Aggregate Road Surfacing Project Enid to Dresel Contracti.nct. :in the arrsount. of $70.295.50. All aye. Motion Carried.
