MINUTES FOR 'THE CITY COUNCIL MEETING OF' OCTOBER 5. 199 <br />The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Leroux:, Miron, Stoltzman <br />City Administrator, Bob Museus <br />City Clerk:, Mary Ann Creager <br />Miron made motion, Leroux seconded, to approve the minutes for the regular <br />City Council meeting of September 21, 1992 as submitted. <br />All aye. Motion Carried. <br />Leroux; made motion, Miron seconded, to approve the claims for October 5, <br />1992 in the amount of $22,639.43. <br />All aye. Motion Carried. <br />PROPOSED INCREASE IN MAYOR/COUNCIL SALARIES <br />A public hearing was held to consider amending Hugo City Ordinance, <br />Chapter 20, regarding salaries for the Mayor and Council. Based on the <br />Finance Director's review of salaries paid to mayors and council members <br />of similarly -sized cities in the Twin Cities metropolitan area, staff <br />recommends that the Mayor be paid $90.00 per meeting and Council members <br />$75.00 per meeting. Based on past experience, this would amount to a <br />yearly salary for the Mayor of between $2,160 and $3,240, and the Council <br />would be paid between $1,800 and $2,700, dependent upon the number of <br />meetings called during the year. Currently, cities with populations <br />ranging from 2,500 to lo,Ooo, on average, pay their mayors $2,606 per <br />year, and their council members $1,967 per year, with median payments <br />being somewhat higher at $2,700 per year for the mayor and $2,050 for each <br />council member. Of the 41 cities surveyed, Hugo's Council and Mayor's <br />salary ranked 2nd from the bottom, and are substantially below those of <br />comparably -size communities. There were no oral or written comments <br />regarding this proposed ordinance amendment. <br />Leroux; made motion, Miron seconded, to adopt ORDINANCE 92-277, AN <br />=P_- TNANCE AMENDING CHAPTER 2 ! OF +; t •_i �!�!2 i L i_ LODE ENTITLED <br />"ADMINISTRATION" BY INCREASING SALARIES FOR THE MAYOR AND CITY COUNCIL. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />PRELIMINARY ASSESSMENT HEARING (HENNA AVENUE <br />A preliminary assessment hearing was held to conider the proportion of <br />the cost of improving Henna Avenue, which should be assessed against <br />abutting property owners. Staff recommends a total assessment of <br />$59,217.9(). This would cover the City's cost of providing a bituminous <br />road surface on this area of Henna Avenue. Assessment costs per foot <br />would be $5.61. This assessment would be comparable to the $5.00 per foot <br />assessed during the CIF' Phase 2 project, and would exceed the minimum 21% <br />assessment rate required by the bond used to finance this project.
