1 <br />MINUTES OF THE PROCEEDINGS <br />OF THE HUGO PLANNING COMMISSION <br />OCTOBER 13, 1976 <br />The meeting was called to order by Chairman Spitzer at 8:03 P.M. <br />Attending were Spitzer, Ehret, Peloquin, Peltier, and Greger. <br />Also attending was Bill Schwab, Washington County Planner. Mr. <br />Rosenquist was absent. <br />Motion made by Peltier, seconded by Peloquin, to approve the minutes <br />of September 8, 1976 meeting. All aye. Motion carried. <br />Motion made by Peloquin, seconded by Peltier, to approve the minutes <br />of the September 22, 1976 meeting after changing the word jurisdic- <br />tional on page 4 to read judicial. Page 5 (Francis Peltier) fifth <br />paragraph,first sentence should read nineteen acres zoned Conser- <br />vancy. Last line should read part of it is suitable for home sites. <br />All aye. notion carried. <br />Open Space - Bald Eagle <br />Yr. Larry Holmberg from Ramsey County Open Space was in attendance <br />stating their reasons for wanting the acquisition of certain areas <br />for Open Space park. Most of the property Already`purchased is in Ramsey <br />County. Mr. Holmberg presented maps indicating tine land wished to <br />be acquired, and the land already owned for the proposed park. Mr. <br />Holmberg indicated that nothing could be done unless approved by <br />the City Council of Hugo. Certain problems were raised as to the <br />increase in traffic flow, and the valuation increase or decrease <br />of surrounding properties. A traffic count made in 1974 indicated <br />there was a count of 750 cars per day. On Ethan Avenue 300 cars <br />per day. Open Space claims there would be an increase of approxi- <br />mately 130 to 150 cars per day according to the season. As to the <br />value of property, Mr. Hdmberg could not give a legitimate answer.. <br />Discussion was opened to the public. <br />Pete Peterson: How will the city of Hugo be compensated for loss of <br />taxes? <br />Holmberg: First year 100% of taxes would be paid. Compensation to <br />run for a period of 5 years. <br />Pete Peterson: I live in Oak Shore Park and we have a marina used <br />by residents including children. How do you propose to police the <br />area? <br />Holmberg: Matter would have to be negotiated between Hugo and <br />county concerned. <br />Kay Jenson: How can the lake handle additional traffic? <br />Holmberg: We can limit the number of boats by space provided by <br />access to the lake. We plan on putting no more launches other <br />than the one that already exists. <br />Paul Santori: Mr. Santori presented a written statement regarding <br />his study of the proposed Open Space acquisition for the Planning <br />Commission records. Dispensed with the reading of whole report. <br />
