MINUTES OF THE PROCEEDINGS <br />OF THE HUGO PLANNING COA71ISSION <br />OCTOBER 279 1976 <br />The meeting was called to order by Chairman Spitzer at 8:00 P.M. <br />Attending were Spitzer, Peloquin, Peltier, Rosenquist, Greger, <br />and Gillen. Larry Ehret arrived at 8:27 P.M. <br />Motion made by Peltier, seconded by Peloquin, to approve the minutes <br />of October 13, 1976 meeting. All aye. Motion carried. <br />Maniiou Mfg. and Grace Development <br />Mr. Chapman, owner of Manitou Mfg., presented his case to the <br />Commission. He wants to purchase one acre of property from Grace <br />Development on the east side of Highway 61. Property now zoned <br />Agricultural. Manitou sells pillow blocks and housing for ball - <br />bearings to John Deere, Allic Chalmers and the like. His merchan- <br />dise is sold in all the states with the exception of Alaska and <br />Hawaii. Manitou now operates out of the basement of an apartment <br />building in White Bear Lake, and they are unable to make housing <br />there. The operation would not create much noise. Sales volume <br />is about 1/3 of a million dollars a year. Mr. Chapman stated <br />that his operation is a clean one, and there is no debris.. <br />Spitzer - What machines do you presently have operating at Manitou? <br />Chapman - Four or five drill presses. <br />Spitzer - Do you have any shears, lathes, etc.? <br />Chapman - Expect to put is presses to make the stampings. Shearing <br />is done elsewhere. <br />Spitzer - How many people do you employ? <br />Chapman - At present we have five employees with a maximum of ten. <br />Spitzer - What is the frequency of trucks? <br />Chapman - One in the morning, and one in the afternoon. <br />PeloquiA - Are you sole owner of the operation? <br />Chapman - My wife owns half, and my son-in-law is one of the officers. <br />Gillen - What is the possibility of expansion? <br />Tschida - One acre would be the complete space they need. <br />Gillen - :That about industrial waste? <br />Chapman - Steel scraps would be hauled away. Anything else would <br />be considered rubbish. <br />Mr. Tschida was advised to file an application for rezoing along <br />with an adequate legal description. Also, advised to consider re- <br />zoning the whole parcel of land (3 acres). <br />Donald Boos - Special Use Permit (Kennel) <br />Chairman Spitzer pulled the Richard Hill file to use as a guideline. <br />The Boos' live on 10 acres and have no neighbors on either side. <br />They have the dogs for a hobby. They stated there was not a possi- <br />bility of changing it to a commercial kennel. <br />
