MINUTES OF THE PROCEEDINGS <br /> OF THE HUGO PLANNING COMMISSION <br /> DECEMBER 10, 1975 <br /> The meeting was called to order by Chairman Spitzer at 8:04PM. <br /> Members present were : Spitzer, Ehret , Peloquin, Rosenquist and Pel- <br /> tier. Also attending were Irene Leroux of the City Council and Bill <br /> Schwab , Washington County Planner. <br /> Motion made by Ehret, deconded by Peloquin, that the minutes of <br /> the November 12th meeting be approved as sent out. Motion carried. <br /> Motion made by Ehret , seconded by Peltier, that the minutes of <br /> the Special Meeting of December 3rd be approved as sent out. Motion <br /> carried. <br /> Valley View Terrace <br /> Mr. Ken Tschida introduced his engineer, Mr. Wayne Tauer, of <br /> Suburban Engineering, who presented a proposed plat for Valley View <br /> Terrace , second addition. He explained that the present zoning is for <br /> single family estates or one acre lots, and they are appearing for <br /> plat approval and rezoning of the entire parcel. The adjoining prop- <br /> erty is zoned Single Family Estates on the North and South with Rural <br /> Residential on the East and West except for one small parcel that is <br /> agricultural. He also stated that the land is high along Egg Lake Road <br /> and that the land gradually drops away from the road. There is no <br /> vegetation to speak of whatsoever; it is basically open lend. Soil <br /> borings show fine sand toe depth of about fifteen feet. <br /> They propose two zonings ; one acre lots or larger and they would <br /> be 1601 lots, which could be subdivided into two 80 foot lots if ut- <br /> ilities are extended. There are 33.9 acres involved in the plat and <br /> it would contain 59 lots. Five of these lots are one acre parcels and <br /> the rest are 10,400 square feet or larger. <br /> Mr. Tauer further explained they are asking for variances from 801 <br /> frontage to 79.2 feet on a couple lots that front on 138th Street, and <br /> also to replat a few 124.4 lots instead of 1301 wide lots in order to <br /> reduce the amount of driveways fronting on Egg Lake Road. He stated <br /> that with the new layout , the number of driveways would be reduced from <br /> 16 to 10. It is the intention of Mr. Tschida to sell both homes and <br /> lots: in this project._ He plans on selling at least 1/3 of the lots and <br /> plans to build homes on the first ten lots. <br /> Mr. Tauer further explained that a fifteen inch sewer line would <br /> serve the development but noted that a portion of the development would <br /> be served by laterals . Water would have to be extended to the project. <br /> He further outlined their storm sewer plans and explained that they have <br /> furnished the Rice Creek watershed Board a diagram of their plans and <br /> essentially have their approval to begin the first phase of the project . <br /> Mr. Tauer said the water table at the present time is 8 to 91 deep <br /> and by installing storm sewers , they expect the water table to drop a <br /> maximum of another two feet. <br /> Bill Meyer, also of Suburban Engineering, stated that provided they <br /> get the necessary easements, the storm sewer project would begin at the <br /> culvert under Egg Lake Road and continue through the project. He fur- <br /> ther explained that their intention is to donate a 9.2 acre park to <br /> meet the city 's park requirements. The park would be north of the drain- <br /> age ditch. The minimum donation would be 2.7 acres and they hope to <br /> contribute the excess to future development. Tschida saidthey would <br />
