Tschida stated that people, in gen- <br /> eral, are not accepting homeowner's associations; he would be open to <br /> suggestions from the Planning Commission for handling that land. In <br /> response to a question, Tschida stated that in '?7 they intended to <br /> develop the southerly portion of the plat . Spitzer asked if Foxhill and <br /> Geneva would be deadended rather than having a cul de sac or turnaround. <br /> Tauer said a temporary easement for a rough turnaround could be installed. <br /> Peloquin wanted to know who would be responsible to clean out the <br /> drainage ditch if the city doesn't accept the park. Tauer stated that <br /> it would be the responsibility of the city and Spitzer rejected that plan. <br /> Peloquin stated they could either form a home-owner's association ma k- <br /> ing everyone in the project responsible for the maintenance, which could <br /> be assessed by the city, or they could preferably forma storm sewer <br /> district , which would have normal taxing powers. <br /> It was pointed out by Spitzer and Schwab that the city's minimum <br /> corner lot requirement is 100' and that there are several 90' corner <br /> lots in the development. Mr. Tschida stated there had been a misunder- <br /> standing on his part ; it was his opinion that the minimum requirement <br /> was 90 ' and they would make the necessary changes. The engineer stPted <br /> that several of the lot sizes could be remedied simply by extending <br /> Jeffrey Court another 10 feet . It was further explained by Schwab t ha t <br /> the size of the lots are exclusive of the road right of way, and that <br /> the city eingineer might require additional road right of way along Egg <br /> L ke Road. <br /> Motion made by Ehret, seconded by Peltier, that the request for <br /> q <br /> rezoning be tabled until the January 14th meeting. Motion carried. <br /> pald Eagle Industrial park, <br /> Mr. Tauer presented a sketch plan of the Bald Eagle Industrial <br /> Park showing the drainage pattern, for the park, upon the request of <br /> the City Council for such a plan. Mr. Meyer explained street patterns <br /> and the drainage plan, pointing out that there were several ponds se rv- <br /> ing the area. <br /> Jerry, Moe. <br /> Mr. Moe presented a new plat for approval, showing eight lots <br /> varying in size from ten acres to 19.1. The plat shows an easement <br /> for a future road to the east of the property, and Spitzer and Schwab <br /> argued whether it would be better to simply give an easement or to ded- <br /> icate it and bring it up to grade. Peltier asked for the attorney to <br /> clarily the matter. Spitzer requested Moe to show on the new plat <br /> where the perc tests were taken and also where the soil borings were <br /> taken. Moe stated that the park consisting of four acres, more or less, <br /> would be attached to the individual land owners and is not intended to <br /> comprise a park dedication. <br /> Motion made by Rosenquist , seconded by Ehret , that the Planning <br /> Commission recommend to the City Council that the proposed plat of J & <br /> J Rolling acres as submitted, be approved with the following conditions : <br /> 1 ) The City Engineer's report, which is not available to the Plan- <br /> ning Commission at this time, shall be duly considered by the <br /> Council in it 's decision. <br /> 2) That the City Attorney clarify the matter of the road marked <br />
