City of <br />tHugo <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Memorandum <br />Date: June 1, 2016 <br />Re: Special Event Permit for Tough Mudder at Wild Wings Game Farm on July 16 & 17 <br />1. BACKGROUND: <br />Tough Mudder has submitted an application for a Special Event Permit to hold a two day <br />event at Wild Wings Game Farm on July 16th and 17th. Tough Mudder is a for profit <br />company located in Brooklyn, New York, who holds approximately 50 events throughout <br />the United Stated, Canada, United Kingdoms, and Australian. This requires a Special <br />Event Permit approved by Council because there will be approximately 12,000 attendees <br />over the weekend, impacts to public streets, use of an amplified sound system, and <br />alcohol served. <br />2. DESCRIPTION OF EVENT: <br />Participants will run a 10-12 mile course with approximately 23 obstacles throughout the <br />Wild Wings Game Farm property located at the southwest corner of Irish Avenue and <br />152nd Street. There will be approximately 9,000 participants and 3,000 spectators over <br />the weekend during the hours of 7 a.m. — 7 p.m. <br />The event is outlined in detail below. <br />Cost <br />Participation in the event requires registration and payment of approximately <br />$160 per person based on a tiered pricing schedule, dependent on when <br />registration takes place. There will also be a fee for parking. <br />Parking <br />The applicant has contracted with a professional parking management company to <br />manage parking operations including lot layout, signage, cash collection, and <br />directing of cars. Parking will be on the gravel pit property owned by Dean <br />Atkinson located on the south side of 147th Street, west of Irish Avenue, and a <br />copy of the contract between the applicant and Atkinson will be provided to the <br />City prior to the event. <br />
