Traffic Plan and Signage <br />Irish Avenue will be closed to event traffic but not local traffic. Signs will be <br />placed in the right-of-ways on CSAH 8 and local roads to direct event attendees <br />to Homestead Avenue to access the parking area off 147th Street. Vehicles will <br />not be permitted to access the event parking area from Irish Avenue. The <br />applicant is proposing to close 147th Street between the entrance to the parking lot <br />and Irish Avenue to allow pedestrian access to the event. There will be two <br />deputies at the intersection to direct local traffic through and assist the attendees <br />across the street. There will also be deputies at the north and south ends of Irish <br />Avenue to prevent event traffic on Irish. Prior to the event, the applicant will <br />provide the City a copy of the right-of-way permit from Washington County to <br />place signs along the County road, and the applicant has received permission from <br />the Public Works Director to place signs in the City's right-of-ways, as required <br />by ordinance. A list of signs to be place in the right-of-ways will be submitted <br />prior to the event. <br />Tents and Services <br />There will be a base area to include approximately 14 tents ranging in size from <br />10X10 to 40X60. These tents will be professionally installed and anchored. <br />Banners will be hung on each tent identifying its purpose such as food and <br />beverage, bag drop, information, etc. Inflatables will also be located in this area <br />as well as a sound system in four separate locations. The volumes will not be <br />loud enough to conflict with each other and will be on from 7 a.m. to <br />approximately 6 p.m. each day. <br />Food and Beverages <br />Food will be sold from licensed food trucks located in the base area. Water will <br />be available for free in the base area and at five locations throughout the course. <br />Tough Mudder will be serving beer through a non-profit organization or a <br />licensed caterer. Race participants will receive one free beer with the <br />registration if they are 21+ years of age. Identification will be checked and <br />given wristbands. One deputy will be located in the base area to be sure no <br />alcohol leaves the site through the entrance/exit area and one located in the area <br />alcohol is served. The nonprofit selling alcohol will apply for a temporary liquor <br />license with the City of Hugo and provide insurance with the City being listed as <br />additionally insured, or alcohol will be served by a licensed caterer. <br />Bathroom Facilities/Rinsing Area/Waste Management <br />There will be one portable restroom unit per 150 persons on site, as well as four <br />ADA units. There will also be sanitation sink stations available near the <br />restrooms. These units will be cleaned and serviced overnight on Saturday for <br />use on Sunday. <br />
