BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON JUNE 20, 2016 <br />D.1 June 6, 2016 City Council Meeting <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Washington County Library Strategic Plan — Director Keith Ryskoski and <br />Commissioner Fran Miron <br />Washington County recently completed the library strategic planning process. This 20 -month <br />process involved more than 800 people. Public participation in the form of surveys, <br />questionnaires, forums, retreats, meetings and a public comment period resulted in a final <br />strategic plan released in February 2016. Washington County Library Director Keith Ryskoski <br />and Washington County Commissioner Fran Miron will be in attendance to present the plan and <br />answer questions on it. <br />G. 1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Second Amendment to Lease for Bruce and Virginia Bernin at 6540 Greene <br />Ave for an Extension Through June 1, 2022 <br />In 2002, the City of Hugo approved a purchase agreement with Bruce and Virginia Bernin for <br />their 23 acre parcel located at 6540 Greene Avenue North for use as a future City park. The <br />acquisition of their property was partly offset by a $275,000 grant from the MN DNR. At that <br />time, the Bernins entered into a lease agreement with the City to rent the property and remain <br />living in the home and operating their tree farm for ten years. In 2009, the Council approved a <br />five-year extension to the original ten-year lease, until the year 2017. As part of that extension, <br />the lease was amended to remove the tree farm operation. The Bernins are requesting another <br />five-year extension to June, 2022 to continue leasing the property for residential use. The lessee <br />will continue to pay $8,950 annually for the next five-year term, payable in monthly <br />installments. The Parks Commission considered the request at their June 8, 2016 meeting and <br />recommend approval to the Council. Staff recommends Council approve the second amendment <br />to the lease agreement for Bruce and Virginia Bernin for their home at 6450 Greene Avenue <br />North through June 1, 2022. <br />G.3 Approve Temporary On -sale Liquor License for North Star Gay Rodeo on July 30-31, <br />2016 at Dead Broke Arena <br />The MN North Star Gay Rodeo Association has applied for a temporary on -sale liquor license to <br />serve alcohol at their event on July 30 & 31, 2016 at the Dead Broke Arena. NSGR has secured <br />two deputies for the event and will provide the City a copy of the liquor liability insurance <br />naming the City as additionally insured. Staff recommend Council approve the temporary on - <br />sale liquor license for the North Star Gay Rodeo. <br />
