Minutes <br />Hugo, Minnesota Parks and Recreation Open Space Commission Meeting <br />September 10, 2003 <br />6:30 p.m. <br />Oneka Room — City Hall <br />Meeting Chair: Robyn LaCasse <br />Minutes By: John Rask <br />Present: Kitty Cheesebrow, Pete Pederson, Robyn LaCasse, David Strub, John Rask, Tom <br />Weidt, and Jennifer May <br />Absent: None <br />Copies To: Commission Members, Michele Lindau- Community Development Assistant, John <br />Rask - Community Development Director, Mike Ericson - City Administrator, <br />Chris Petree, Public Works Director <br />Oneka Ponds Park <br />John Rask informed the Commission that Laurie McRostie was unable to attend the <br />meeting and recommended that this agenda item be tabled until December 10, 2003. <br />II. Public Works Facility at the Rice Lake Property <br />Chris Petree updated the Commission on the work of the Public Works Facilities <br />Committee, including a future community room and the development of the park property. <br />With regard to the community room, the Commission believed that a community room <br />would be beneficial as a shared facility with the future park and that it could replace Rice <br />Lake Park Building in the future. <br />The Commission also discussed how the remainder of the property should be used. In <br />reviewing possible uses, the Commission discussed the possibility of constructing either <br />softball or soccer fields on the property as shown in various sketch plans prepared for the <br />property. Upon discussing and reviewing the various sketch plans, the Commission voted <br />to recommend that the property be used in a manner consistent with the Parks Master Plan, <br />which calls for less intense and more passive uses. <br />The Commission further recommended that the Public Works Facility be located on the <br />west end of the property because it was the best location on the site and would not disturb <br />the remainder of the property for park use. <br />III.
