Background Memo <br />I. Approve Minutes From September 8, 2010 Meeting <br />Staff recommends approval of the minutes from the September 8, 2010 Parks Commission <br />meeting. <br />Updates on the Park Dedication Polic <br />At the September 8, 2010 meeting, the Parks Commission recommended approval of revisions <br />to the Park Dedication Policy which included adding a matrix formula which determines the <br />amount to be dedicated based on the density of the development and adding an appeal process <br />to pay a percentage of land by fair market value. The Parks Commission also recommended <br />that the commercial and industrial dedication requirement remain the same. <br />Staff presented the Parks Commission recommendation at the City Council meeting of <br />September 20, 2010 (Memo attached). The City Council discussed the recommendation from <br />the Parks Commission and also a recommendation from the Economic Development Authority. <br />A motion was made, amended, and then carried to approve the Parks Commission's <br />recommended revisions and to include the EDA's recommendation to take out the requirement <br />for dedication in commercial and industrial developments and to review the Park Dedication <br />Policy again in four years. The City Council recommended that a draft be prepared to be <br />discussed at a Public Hearing at the Planning Commission (City Council Minutes attached). <br />A Public Hearing will be held at the Planning Commission meeting of October 28, 2010. <br />Because the Park Dedication Policy is located in the Zoning and Land Use Chapter of the City <br />Code, it can only be amended after Public Hearing at the Planning Commission with a final <br />recommendation given to the City Council. <br />III. Update on the Health Sub -Committee <br />Staff will give an update on recent meetings of the Health Sub -Committee and meetings of the <br />SHIP Community Leadership Team of Washington County. <br />IV. Continued Discussion on a Park Rules Ordinance <br />At the July 14, 2010 meeting, the Parks Commission reviewed existing park rules, possible park <br />rule language and rules signs in neighborhood parks and continued discussion at the August <br />11, 2010 Parks Commission meeting. The Parks Commission identified four rules to add to the <br />current Public Conduct in Parks Ordinance. <br />Staff will present a draft of revisions to the Public Conduct in Parks Ordinance.
