BACKGROUND: <br />At the Parks, Recreation and Open Space Commission meeting of September 8, 2010 a <br />recommendation was made to the City Council for revisions to the Park Dedication <br />Policy. The Parks Commission discussed proposed revisions to the policy at their July 14 <br />and August 11, 2010 meetings. <br />At the Economic Development Authority meetings of August 9, 2010 and September 13, <br />2010 a recommendation was made to the City Council for revisions to the Park <br />Dedication Policy regarding the requirement of park dedication in commercial and <br />industrial developments. <br />2. PROPOSED CHANGES: <br />Minnesota State Statutes regarding Park Dedication Polices have changed. An "essential <br />nexus" between the park dedication fees and the need created by the proposed <br />development is required. The fees must be based on fair market value of the unplatted <br />land. Because of the current fluctuation in property values, staff proposed changes to the <br />Parks Dedication Policy in keeping with the statutes: <br />Add a table to the Park Dedication Policy which assigns park dedication requirements <br />based on the density of the development. <br />
