This <br />ensures that the Park Dedication Policy, relating to the fair market value of the land, is in <br />keeping with Minnesota State Statutes. As a part of the appeal process, the developer <br />would be required to pay for and provide an appraisal for the land to be developed. The <br />city maintains authority to accept the appraisal as provided. <br />Also, the dedication for commercial and industrial developments was removed from <br />the draft Park Dedication Policy. Less than $10,000 has been received for commercial or <br />industrial park dedication since 1999. <br />Staff presented the proposed changes to the Parks Commission and the EDA. Two <br />different recommendations were made. <br />3. ECONOMIC DEVELOPMENT AUTHORITY RECOMMENDATION: <br />At their August 9, 2010 meeting, the EDA recommended removing the requirement for <br />park dedication for commercial and industrial development. They stated the following <br />reasons: <br />■ Businesses support the community through events. <br />■ Industrial and Commercial Development brings additional revenue into the city <br />(increased property taxes). <br />= No Park Dedication would give competitive advantage for businesses to locate in <br />Hugo and support economic development. <br />■ Parks are important and attractive assets in a community. <br />■ Demand for parkland and park improvements is generated by residents, not <br />businesses. <br />■ Many surrounding cities do not require commercial and industrial developments <br />to pay park dedication. <br />At their September 13, 2010 meeting, the EDA discussed the Park Dedication Policy <br />further and continued their recommendation to not require commercial and industrial <br />developments to make park dedications. The EDA also discussed the city's history of <br />economic development including adjusting the Sewer and Water Infrastructure Fees to <br />reduce the costs for businesses to locate in Hugo. <br />
