TO: <br />FROM: <br />SUBJECT <br />DATE: <br />Agenda Number <br />CITY OF HUGO COMMUNITY <br />DEVELOPMENT DEPARTMENT <br />Memorandum <br />Parks, Recreation and Open Space Commission <br />Shayla Syverson, Parks Planner <br />Lions Park: First Phase of Development <br />May 7, 2010 for the Parks, Recreation and Open Space <br />Commission meeting of May 12, 2010 <br />BACKGROUND: <br />At the September, 9, 2010 Parks, Recreation and Open -Space Commission meeting, the <br />Commission heard a proposal from Katie Riopel and Pete Pederson of the Hugo Lions for <br />repairing the existing tennis courts and putting in a basketball hoop at Lions Park. A <br />letter received by City Administrator Michael Ericson from Brady Peterson and Eric <br />Romey which requested a skate park was also discussed. <br />At the March 10, 2010 meeting, the Parks, Recreation and Open Space Commission held <br />a neighborhood meeting to gather feedback from residents on first phases of development <br />of Lions Park which may include a skate park. Residents spoke favorably about <br />development of the park. They shared that vandalism and curfew issues are steadily <br />growing. They expressed interest in giving the youth that frequent the park a <br />constructive way to burn energy to eliminate the negative behavior. When asked about <br />the possibility of a skate park or other more -intense activity being located in the park, the <br />general consensus was that the neighbors of the park are used to groups of people and <br />noise in the park and are in favor of more intense uses and development. <br />At the April 14, 2010 meeting, after continued discussion on first phases of development <br />of Lions Park, staff was directed to estimate the cost for concrete and asphalt and gather <br />proposals from skate park equipment vendors. <br />2. BUDGET: <br />At the January 13, 2010 meeting a minimum of $75,000 for the first phase of <br />development of Lions Park was allotted in the 2010 Parks Goals. Staff gathered <br />estimates for the work for the first phase of development as described on the Lions Park <br />Development Concept plan (enclosed). <br />
