Agenda # <br />CITY OF HUGO <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />Memorandum <br />TO: <br />Parks Commission <br />FROM: <br />Shayla Syverson, Economic Development/ Parks Intern <br />DATE: <br />September 9, 2009 <br />SUBJECT: <br />Rules Signs in Neighborhood Parks <br />BACKGROUND <br />At the June 10, 2009 meeting, the Parks Commission directed staff look into a park rules <br />ordinance and posting rules in City parks. The discussion on park rules was tabled at the <br />July 8, 2009 Parks Commission meeting. The City Council authorized the Parks <br />Commission to create a Park Rules Ordinance at their August 3, 2009 meeting. <br />At the August 12, 2009 meeting, the Parks Commission discussed a list of sample park <br />rules. In the discussion, rules to be written into a new park rules ordinance were detailed. <br />Additionally, the content of rules signs to be placed in the parks was listed. <br />ANALYSIS <br />The Parks Commission expressed interest in posting the rules in neighborhood parks as <br />soon as possible. Some of the rules previously discussed by the Parks Commission are <br />covered by existing Hugo City Code, State laws or by other enforceable means. <br />RECOMMENDATION <br />Staff recommends that signs be posted in active neighborhood parks (Arbre, Beaver <br />Ponds, Diamond Point, Frog Hollow, Lions, Oneka Lake, Val Jean, Victor Square, Oak <br />Shore, and Heritage Ponds). The sign could read as follows: <br />1) No motorized vehicles allowed. <br />2) Alcohol allowed by permit only. <br />3) No littering. <br />4) Dogs must be on a leash at all times. <br />5) Use of picnic facilities is first-come, first-served. <br />Staff also recommends that the Parks Commission continue to discuss adding additional <br />regulations on public conduct to existing City Code. <br />
