additional goals (see attached email) with the remaining funding. Three 6'x12' U-8 Youth Soccer <br />Goals would cost $3,300. The City of Hugo would be reimbursed for half of the cost and would <br />be required to contribute $1,650. <br />Staff recommends discussion on spending $1,650 to purchase goals and nets to be used at the <br />Hanifl Fields Athletic Park. Also, staff recommends requesting reimbursement from White Bear <br />Lake Community Services and Recreation in the amount of $2,000. <br />V. Discussion on a Park Rules Ordinance (Derek Larsen) <br />At the September 9, 2009 meeting, the Parks Commission continued discussion on a park rules <br />ordinance. Staff presented a recommendation for rules signs to be posted in active <br />neighborhood parks. Signs have been ordered to be placed in the parks as described. <br />Derek Larsen will continue discussion on a park rules ordinance. <br />VI. Update on Hansen Pronert <br />Roger Clarke and staff walked the Hansen property with Jyneen Thatcher of the Washington <br />Conservation District to do an inventory of wetlands, plants, trees and assess the property for <br />future development. Thatcher provided a memorandum about the property. She identified no <br />major barriers to development and made recommendations for weed control and planning of the <br />development. <br />Trails were mowed around the perimeter of the property with a trail connection at the middle of <br />the loop. The trails total a little over 2 miles with the perimeter loop being approximately 1.75 <br />miles long. Staff will show images and a map of the trails. <br />Clarke, Thatcher and staff met with Steve Hanke to follow up on building an additional single- <br />track mountain biking trail along the north and west sides of the property. Additional follow-up <br />with representatives with the Minnesota Off Road Cyclists is planned as their schedule allows. <br />VII. Update on Hanifl Fields Athletic Park <br />Scott Anderson, Public Works Director, will give an update on construction of the shelter at the <br />Hanifl Fields Athletic Park. <br />The White Bear Soccer Club is hosting the Minnesota Youth Soccer Association East District <br />Girls Championships at the Hanifl Fields Athletic Park from July 15 to 18. <br />Staff applied for grant funding for items at the Hanifl Fields Athletic Park through their annual <br />Recycling Grant application to Washington County. Funding was approved for an outdoor <br />message center in the amount of $1,250. The outdoor message center could be used to post <br />field layouts and directions, special notices and information on recycling. Additionally, funding <br />was received to purchase signage about the environmentally friendly features at the shelter <br />(similar to those for the rain gardens at City Hall). <br />Staff recommends approval of the purchase of the outdoor message center and signage to be <br />included in the construction of the Hanifl Fields Athletic Park shelter. <br />-3- <br />Parks Commission <br />July 14, 2010 <br />
