Background Memo <br />I. Approve Minutes From April 13, 2011 Meeting <br />Staff recommends approval of the minutes from the April, 13, 2011 Parks <br />Commission meeting. <br />11. Lions Park Proposal (Pete Pederson, Lions Club) <br />Pete Pederson, of the Hugo Lions Club, will address the Parks Commission <br />regarding construction of a park shelter in Lions Park. <br />Pederson proposed construction of a shelter at the November 10, 2010 meeting. <br />The Parks, Recreation and Open Space Commission included master planning <br />of Lions Park in their 2011 goals. <br />Staff will propose a public planning process that includes two public workshops to <br />gather feedback from residents on what they envision for the future of the <br />community park. A timeline is proposed to allow adequate public notice in the <br />Citizen newspaper and community involvement. Staff is also proposing that the <br />process include an online survey to gather public input. The final product would <br />be produced by Landform and include a master plan map and supporting <br />document. <br />III. Update on the Tobacco Policy <br />At the April 13, 2011 meeting, the Parks Commission recommended a policy <br />prohibiting tobacco use at park shelter buildings, playgrounds, skate parks, city - <br />owned athletic fields and courts while youth recreation activities are present. <br />At the May 2, 2011 meeting, the City Council discussed the recommended policy. <br />Weidt commented that smoking in the parks has not been an issue. Haas <br />indicated he was opposed to this policy. Petryk noted the absence of the Mayor <br />at this meeting and made a motion to table this item until his return. Motion failed <br />for lack of a second. <br />Brittany McFadden, Program Director for Tobacco Free Youth Recreation <br />Program offered to present education and information on the subject to the <br />Council. She also stated she does not know of there ever being enforcement <br />issues such as altercations between smokers and nonsmokers.
