CITY OF HUGO <br />COMMUNITY DEVELOPMENT <br />DEPARTMENT <br />Memorandum <br />TO: Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />SUBJECT: Master Planning of Lions Park <br />DATE: May 5, 2011 for the meeting of May 11, 2011 <br />1. BACKGROUND: <br />At the November 10, 2010 meeting, the Park, Recreation and Open Space Commission <br />was addressed by Pete Peterson of the Hugo Lions Club. Peterson informed that the <br />Lions Club is interested in constructing a park shelter in Lions Park because an additional <br />structure is needed in lieu of tent rental for large events such as Good Neighbor Days. <br />In setting their 2011 goals, the Parks Commission included concept planning for Lions <br />Park. The Parks Capitol Improvement Plan included expenditures totaling $60,000 <br />which was for the installation of playground equipment at Heritage Ponds. The master <br />planning of Lions Park could be paid for through funds for consultant work through the <br />Planning Department. <br />2. HOW THIS FITS THE PARKS PLAN: <br />According to the 2030 Parks, Trails and Open Space Plan, Lions Park serves as a <br />community park. According to the plan, <br />"Community parks service several neighborhoods or the community as a whole. <br />As such, they provide facilities that will attract people throughout the community. <br />They typically service an area that encompasses a one to two mile radius and <br />serve a population of 15,000 people or more." <br />The Parks Plan also provides information on specific park and recreation needs to <br />adequately provide for Hugo residents as the population is projected to double by 2030. <br />The Parks Plan also relates Lions Park to other parks, the trail network, and open spaces. <br />
