3. OPTIONAL MASTER PLANNING PROCESS: <br />Because Lions Park is a community park and the center of Hugo's downtown, all Hugo <br />residents could be invited to participate in the master planning process. The master plan <br />would show what Lions Park would ultimately be. A master plan would assist the Parks <br />Commission in guiding future development to ensure efficient use of public funds and <br />that the needs of Hugo residents continue to be met in the future. <br />Phase 1: Gather Base Information <br />This phase includes gathering sufficient background information to master plan the park. <br />Staff would summarize applicable resources, develop maps, and inventory the existing <br />park to use in starting the planning process. <br />Resources: <br />■ Parks, Trails, and Open Space Plan <br />■ 2010 Parks & Recreation Citizen Survey <br />■ Aerial Photos <br />■ Comprehensive Land Use Plan <br />Downtown Plan <br />Phase 2: Gather Public Input <br />Workshops could be held to gather input from the residents of Hugo. All residents would <br />be encouraged to participate. Feedback would be sought from community groups such as <br />the Lions Club, Hugo Community Food Shelf, White Bear Lake School District and <br />Hugo Business Association. <br />Workshop #1: Residents and workshop participants would be surveyed regarding what <br />they envision Lions Park to look like, how it shall be used, and what park features shall <br />be present. <br />Online Survey: Residents could have the opportunity to give their feedback on what they <br />see for the future of Lions Park through an online survey. A survey would be created and <br />open for public feedback for 30 days. Residents would be encouraged to participate in <br />the survey though the Citizen, on the City's website, and City of Hugo, MN facebook <br />page. <br />Workshop #2: Results of the resident surveys conducted would be presented. Options <br />for site plans, which include features discussed in the surveys and background <br />information about Lions Park would also be presented. Small group discussions could be <br />held on park amenities, site plan, and future uses. <br />
