20. Protect the health and safety and welfare of the residents of Hugo through <br />efficient and effective public safety systems. <br />Strategies: <br />• Continue to monitor the contract for police protection to ensure it meets <br />the needs of the residents with the City's fiscal capacity. <br />• Continue to monitor the effectiveness of the volunteer fire department to <br />ensure it meets the needs of the residents within the City's fiscal capacity. <br />• Explore City ownership of police equipment and employment of police <br />personnel only if the contractual police protection is deemed ineffective or <br />is not cost-effective. <br />• Maintain the program for vehicle replacement and reconditioning for fire <br />department operations. <br />• Encourage continuing education for volunteer fire department personnel. <br />INFRASTRUCTURE <br />21. Provide a transportation system that is designed and maintained to <br />encourage development in accordance with Hugo Land Use Guide Plan. <br />Strategies: <br />• Promote a transportation system which minimizes impacts on the natural <br />environment and which enhances local aesthetics. <br />• Provide for safe, convenient and efficient movement of people and goods <br />throughout the City. <br />• Provide another east -west route through the City. <br />• Encourage development of the interchange at 1-35E and CSAH 4. <br />22. Plan and provide public facilities in an orderly and economic manner. <br />Strategies: <br />• Maintain the existing infrastructure to maximize cost efficiencies in <br />development of public projects. <br />• Encourage multi -use functions in public buildings to provide for economy in <br />government and make the most efficient use of these facilities. <br />• Promote good design for public buildings that will allow for future expansions <br />or accessory uses. <br />• Work with the State, County and/or neighboring communities to coordinate <br />public infrastructure improvements and services. <br />• Protect the local environment and water supply through installation, <br />maintenance and monitoring of on-site sewer systems. <br />• Provide sanitary sewer service within the Urban Service Area as outlined in the <br />Comprehensive Plan. <br />• Provide a City water distribution system to meet City needs in <br />compliance with State standards. <br />• Discourage leapfrog development. <br />Chapter 3 3-8 <br />Policy Plan <br />CH46 <br />
