23. Provide for a system of parks and open spaces which will satisfy both <br />the active and passive recreational needs of all citizens. <br />Strategies: <br />• Preserve significant open spaces and natural areas. <br />• Identify and develop parkland to maximize local natural features and existing <br />infrastructure. <br />• Promote preservation of natural features and public access when <br />development occurs along the shorelines of streams, lakes and public <br />wetlands. <br />• Recognize regional and county park, trail and open space plans. <br />• Provide a trail system that links local and regional park facilities within the <br />community. <br />• Enhance public parks and open space in accordance with the Capital <br />Improvements Plan (CIP). <br />• Maintain hunting and fishing opportunities within the City. <br />• Maintain opportunities for ATV and snowmobile use in the City. <br />Chapter 3 <br />Policy Plan 3 9 <br />tajo' <br />
