Windisch made a motion, Boland seconded to approve the $250.00 sponsorship <br />donation from the Parks Commission for the 2012 Hunt for the Golden Spike. <br />All Aye. Motion Carried. <br />Landscapina at Heritaae Ponds Park <br />Parks Planner, Shayla Syverson shared with the Parks Commission the landscaping <br />plan for Heritage Ponds Park that was designed by Jim Bever. The Commission had <br />requested additional landscaping at Heritage Ponds during their 2012 Goal Setting <br />Session. The plan includes landscaping around the pavilion, irrigation control cabinet <br />and the newly added River Birch trees. The landscaping plan, which includes both <br />annuals and perennials, will add year-round color interest and help the three areas <br />complement each other. Taylor and Windisch expressed concerns over the amount of <br />manpower that would be required to maintain the landscaping. Birch shared that <br />annuals require weekly maintenance and need to be replaced yearly, whereas <br />perennials need minimum maintenance; he believed it would be best to remove all <br />annuals from the landscaping plan and replace them with perennials or ornamental <br />grasses. Windisch questioned if there would still be funds available in the landscaping <br />budget for park benches. <br />Taylor made a motion, Birch seconded to approve the landscaping plan as presented, <br />with the exception of removing all annuals in the plan and replacing them with <br />perennials. Staff was directed to add two benches to the landscaping plan, but to not <br />exceed the $10,000.00 budget. <br />All Aye. Motion Carried <br />IV. Lions Park Planning Proposals <br />Parks Planner, Shayla Syverson presented to the Parks Commission the proposals that <br />were received for Lions Park Master Planning. At their March 14, 2012 meeting the <br />Parks Commission requested that staff send out requests for proposals (RFP) for master <br />planning of Lions Park; eight proposals were received and staff rated each proposal <br />using a criteria based point system. Based on the established point system, staff found <br />that there were four proposals that would fulfill the needs of the Parks Commission; they <br />included Brauer & Associates, Landform, TKDA and Treeline. Syverson presented on <br />each proposal and asked the Commissioners for their thoughts. After much discussion <br />the Commission narrowed their top two choices to Brauer & Associates and Treeline. <br />The Commissioners liked Brauer and Associates' visual drawings, simple and appealing <br />shelters, and the extensive park planning experience demonstrated in their proposal. <br />Treeline also demonstrated excellent park planning experience and offered the lowest <br />bid, but the Commissioners had mixed feelings about selecting a company that only had <br />one consultant.
