Needs Analysis <br />Athletic Association and Recreation Activities Use and Forecasts <br />In August, 1998 the athletic associations and staff serving the cities of Vadnais Heights, White <br />Bear Lake, Hugo, North Oaks, Gem Lake, Lino Lakes, White Bear Township. and Birchwood <br />Village were asked to provide data about their current facilities and use of those facilities. The <br />information included facility usage, participation and forecast growth, future facility needs, and <br />general comments regarding facility adequacy and facility recommendations. That information is <br />summarized in Table 4 -Appendix and in the following text. <br />The Athletic Associations rely largely on school district facilities for gym space and use a mix of <br />school and city fields for outdoor sports. All the associations that use school gym space <br />expressed a strong need for additional gym space as school sponsored use and competition among <br />the associations was limiting their gym time and preventing young people from participating in <br />certain sports. The association information and comments also strongly stressed the need for <br />additional irrigated soccer fields, lighted ball fields, tournament facilities and an aquatic facility. <br />V adnais Heights Park and Recreation Department and the White Bear Lake School District offer <br />public recreation programs for all age groups. City and district recreation staff expressed a <br />concern over lack of facilities and said public demand exceeds their ability to provide programs <br />due to a lack of athletic facilities. Specifically, the city recreation department and the school <br />district felt a need for additional gymnasium space for basketball, volleyball, and indoor soccer. <br />They also expressed a need for additional outdoor soccer fields, lighted softball fields, and <br />expanded ice skating areas. <br />The local high school Athletic Director expressed the need for additional gym space. Currently, <br />basketball practice is split into flights at different times of the evening, making practice difficult <br />for students, parents and coaches. Those also suffering from lack of gym space are adaptive <br />recreational programs and indoor sports. The adaptive programs often have to relocate their <br />programs due to lack of gym space. Locker facilities at the high school level are below par, and <br />especially inefficient for women. The most notable shortage is a swimming pool forcing the high <br />school team to practice before and after school. Participation in all programs at the high school <br />level is steady to rising, and athletic facilities in the district are falling behind the demand. <br />INGRAHAM <br />ASSOCIATES -_ <br />
