Comparison to National and Local Recreation Standards <br />The 1987 National Recreation and Park Association Park and Open Space Standards and <br />Guidelines provide guidelines for minimum numbers of athletic facilities to serve a given <br />population or geographic area. These national guidelines are useful in comparison with White <br />Bear Lake School District facilities. Also, local recreation standards are used to supplement the <br />national standards and are used where no national standards exist. The local metro area standards <br />are based on a 1996 study of seven Twin City area suburbs. The numbers listed below are the <br />minimum recommended number of fields or facilities for the District's projected 2000 population <br />of 55,818 people. <br />The service area standards are divided into the total square mile residential area of the District and <br />the square mile area of developed land within the study area. Both numbers are provided to show <br />an accurate account of existing shortages. The existing shortages are based solely on the areas of <br />the district that are developed currently. Thus, the areas without development and without <br />residents are not taken into account to show existing shortfalls. The forecast additional needs <br />column shows projected shortages on the premise that all land area within the district will <br />develop. <br />The following standards are rough guidelines and do not reflect specific local needs, but they are <br />instructive to obtain a snapshot view of facility supply. As such, the WBL School District study <br />area totals have been compared to the national and local standards.
