Background Memo <br />Approve Minutes From September 26, 2012 Meeting <br />Staff recommends approval of the minutes from the September 26, 2012 Parks <br />Commission meeting. <br />WBL Athletic Facility Study <br />The City of Hugo has been asked by White Bear Lake Area School District to <br />participate and financially support an Athletic Facility Needs Analysis. A similar <br />study was conducted in 1998 which the City of Hugo has used in planning of <br />recreation facilities in the past 10 years. The proposed study could be used in <br />planning future park projects. A recommendation could be made to participate in <br />and support the White Bear Lake School District and the Athletic Facility Needs <br />Analysis in an amount not to exceed $5,000. <br />V. <br />At the meeting of September 26, 2012 the Parks Commission held a public <br />workshop to review the preliminary Master Plan of Lions Park. Also, a concept <br />plan for the development of the property immediately west of Lions Park was <br />presented. The developer was looking for informal feedback and is proposing to <br />dedicate land instead of paying a fee to satisfy park dedication requirements. <br />The developer is proposing to dedicate more than 2.45 acres, which is estimated <br />to be required, and include storm water ponds on the land. <br />It is beneficial that discussion on the Lions Park Plan and the proposed park <br />Dedication happen together. The Parks Commission should offer feedback to <br />the developer on each of the following items specifically: <br />■ Dedication of land/expansion of the park to the west <br />■ Inclusion of a storm water pond <br />• Connections of trails and sidewalks <br />■ Access and transportation (Finale Avenue or Fitzgerald Avenue) <br />Depending on the Parks Commission's interest in working with the developer on <br />a future park dedication, a recommendation could be made to the City Council <br />which supports the Lions Park Master Plan but states intention to work with the <br />developer and willingness to make changes to the master plan accordingly. <br />-2- <br />Parks Commission <br />October 10, 2012 <br />
