Agenda Number: IV <br />CITY OF HUGO <br />PARKS COMMISSION REPORT <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />SUBJECT: LaValle Properties Concept Plan <br />DATE: Septemberl9, 2012 for the Parks Commission meeting of September 26, <br />2012 <br />BACKGROUND: <br />A concept plan has been submitted to the City of Hugo for feedback on the development <br />of 5 vacant parcels of land adjacent to Lions Park. The properties, generally located west <br />of Lions Park and north of Frenchman Road, are currently owned by Marvin LaValle. <br />The applicant Bill Lentsch, is proposing to develop 3 multi -family residential buildings. <br />The first phase would include an Assisted Living facility, followed by a CommonBond <br />apartment building, and then a Congregate Care facility. At their meeting of September <br />13, 2012, the Planning Commission reviewed the concept plans and provided feedback. <br />The applicant is seeking feedback from the Parks Commission on park dedication and <br />this concept plan prior to moving forward with the formal application process for <br />development approval. <br />2. CONCEPT PLAN: <br />The applicant intends to apply for a Planned Unit Development (PUD) to accommodate <br />the density that is proposed. The majority of LaValle's properties are guided as Mixed <br />Use (MIX) and a small portion as Medium Density Residential (MD) according to the <br />2030 Land Use Plan. The density proposed for this development is anticipated to comply <br />with the standards stated in the Comprehensive Plan's Land Use requirements. <br />General Layout <br />The concept plan shows an overall campus layout containing residential development of <br />three 3 -story buildings along the southern portion of the property with the expansion of <br />-1- <br />Prairie Village <br />June 9, 2010 <br />
