Lions Park taking up the northern portion. The buildings are laid out to follow the <br />contours and perimeter of the property. The buildings on the west of the property are <br />situated to obtain a vista of the adjacent wetlands. There are several above ground <br />parking lots and underground parking lots shown within the development. The plan also <br />shows areas of future building expansions and parking if the development were to grow. <br />Road Construction & Access <br />The concept plan shows the proposed development will be accessed off of Upper 146th <br />Street and 146th Street with private driveways. Staff has been working with the <br />developer to ensure that 147" Street expands west to Oneka Parkway, as described in the <br />City's transportation plan. 147"' borders the north side of Lions Park. <br />The Developer's concept plan shows the elimination of Finale Avenue between 147`x' <br />Street and 146`x' Street. This does not pose traffic issues because the road is <br />underutilized, and it will not be necessary to service the proposed development. The <br />proposed Lions Park Concept Plan by WSB & Associates shows Finale Avenue to <br />remain. Finale Avenue is currently in rough condition and will need to be extensively <br />repaired to adequately serve the proposed development and the park. These repairs will <br />be needed whether or not Finale Avenue is eliminated between 147th Street and Upper <br />146th Street. It is likely that a connection will be made to the south to Frenchman Road. <br />Housing Types <br />The housing shown in the concept plan is proposed to be a three story Assisted Living <br />Facility with 100 units, a three story CommonBond apartment building with 54 <br />affordable housing units, and a three story Congregate Care center with 90 units. There <br />will be 244 units in total when the development is fully complete. The plan also shows <br />the location of other phases, should additional building capacity be needed. <br />Drainage Options <br />The concept plan shows two proposed drainage options- a pond on the northern portion <br />of the property and rain gardens along the western edge of the property. The pond on the <br />northern portion of the property would provide the main source of storm water <br />management. The pond will control the discharge into the wetlands. Staff will work with <br />the applicant to determine whether or not the size of this pond is appropriate for the <br />development and meets the requirements. The rain gardens will also be evaluated in <br />terms of size and function. <br />3. CONSISTENCY WITH THE DOWNTOWN PLAN: <br />The Downtown Plan focuses on the redevelopment of the area around City Hall, <br />including the properties included in the concept plan. The Downtown Plan shows an <br />expansion of Lions Park with the incorporation of a Community Center in the northern <br />portion of LaValle's property, and an extension of a traditional residential area in the <br />-2- <br />Prairie Village <br />June 9, 2010 <br />
