5. MASTER PLAN: <br />The master plan walks through the trail corridor in segments and details the description/ <br />overall character, development issues, constraints and enhancement opportunities, right- <br />of-way and private property factors. <br />North Hugo (see Trail Segment #7): <br />The plan highlights the rural aesthetic character of the trail, similar to portions in Forest <br />lake and a 10 foot trail width. A future city trail connection near 180 street, at -grade <br />road crossings and maintenance of the existing pedestrian bridge over Hardwood Creek is <br />also detailed. <br />Roundabout (see Trail Segment #8): <br />Moving south, the plan mentions that the existing adjacent commercial land uses <br />primarily screened with vegetation and fencing. MNDOT and Washington County are <br />putting a roundabout in at County Road 4 and Highway 61 in the summer of 2013. <br />Roundabout improvements will include at at -grade crossing that directs trail users <br />slightly away from the roundabout to cross County Road 4. This design meets <br />contemporary standards and features enhanced signage. The roundabout design also <br />provides connections/ crossings east to the future Glacial Hills Regional that is <br />anticipated to follow County Road 4. <br />Downtown Hugo (see Trail Segment #10): <br />The existing trailhead north of 145th street, with additional parking at Hugo City Hall is <br />shown. In downtown Hugo there are several at grade road crossings, some with <br />enhanced signage such as walk signals. There are also several important local trail <br />connections as well as the connection to the Glacial Hills Regional Trail. The Glacial <br />Hills Regional Trail moves along the north side of Frenchman Road/ County Road 8 and <br />out to Anoka County. <br />Southern Extensions (see Trail Segment #11, 12, 13): <br />The trail extension between 145th and 140th is planned to be constructed in the near <br />future. <br />South of 140'b Street, the rail is currently active and is likely to continue to be active in <br />the foreseeable future. The preferred long term alignment of the trail corridor is to follow <br />the railroad corridor. Currently there is less than 50 feet of right of way available so with <br />the active rail, that alignment is not feasible. Regional trail requirements include a <br />minimum of 25 feet of separation between both the rail and the road.
