6. CONSISTENCY WITH HUGO PARKS PLAN: <br />The City of Hugo Parks, Trails, and Open Space Plan shows existing and planned city <br />trails. The future use of the Hardwood Creek Regional Trail is dependent on a couple <br />important local plans: <br />• Existing sidewalk along the south side of 140th between Hardwood Creek Trail <br />and Fenway Boulevard <br />■ Planned trail along the above mentioned sidewalk <br />• Existing trail along Fenway Boulevard <br />■ Planned Trails also include a connection to the Hardwood Creek Trail (roughly <br />south of Wilson Tool, through city -owned open space, near Falcon Court North) <br />Along falcon court, the regional trail continues south between the active rail and Falcon <br />Avenue. In this area, there is enough right-of-way to meet set -back requirements. The <br />trail is anticipated to be continued by Ramsey County to Bald Eagle -Otter Lakes <br />Regional Park. <br />7. OTHER MASTER PLAN HIGHLIGHTS: <br />A natural landscape design approach will be used throughout most of the trail. An <br />exception to this is in developed downtown areas where a more ornamental streetscape <br />design may be used such as what is seen in Hugo along County Road 8. <br />The plan states that with development of adjacent properties "direct trails" may make <br />connections to the trail but individual businesses or residents will be discouraged to <br />connect to the trail to avoid fragmenting the trail. Approval will need to be granted by <br />Washington County. <br />Trailside amenities such as benches and trees will be added and positioned to take <br />advantages of points of interest and great views. <br />The plan states that no significant future improvements are anticipated at the existing <br />trailhead in Hugo. The trailhead may be relocated to Hugo City Hall at the City of <br />Hugo's request. <br />Washington County anticipates an average of $50,000-75,000 annual investment on <br />maintenance and replacement of the trail in the next 25 years. <br />8.
