Dog Park <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />DATE: August 8, 2013 for the Parks Commission Meeting of August 14, 2013 <br />1 BACKGROUND <br />At the meeting of February 13, 2013 the Parks Commission started discussion on development of a dog <br />park. Other dog parks were reviewed and Staff was directed to compile a list of potential locations for <br />consideration. <br />At the meeting of March 13, 2013 the Parks Commission identified what an ideal property would include <br />for the future dog park and reviewed several properties. <br />PROPERTY CRITERIA <br />10 acres in size (option to double would be a plus) <br />20-40 parking spots <br />no low areas <br />mix of wooded/shaded areas an open space <br />minimal potential neighborhood issues <br />At the meeting of June 12, 2013, the Parks Commission continued discussions on potential properties <br />and made a motion to continue discussion on the City owned property in the Bald Eagle Industrial Park <br />and Irish Avenue Park. Staff was also directed to look at properties that are for sale. <br />2 PROPERTY OPTIONS <br />CITY OWNED PROPERTY IN THE BALD EAGLE INDUSTRIAL PARK <br />The City owns approximately 7 acres of property in the Bald Eagle Industrial Park. The long and narrow <br />property is bordered by an active rail on the east side. On the west side are Schweiters' industrial <br />properties that include buildings and storage yards. The Hugo American Legion, Rick's Liquor, and North <br />Country Auto Body are located at the north side. While there is not a current use of the property, there <br />are several issues to be addressed in consideration of the property being developed into a park <br />There is no access to the property. In order to use the property, private property must be crossed. <br />Parking is not available. The businesses on the north side of the property have parking lots that are <br />designed to accommodate their specific business use only.
