requirements that must be met during site plan approval by the Planning Commission and City Council. <br />Additional parking would need to be constructed on the property. <br />The property is not 10 acres. The property is 7 acres and a portion of that would be needed to be used <br />for parking. <br />The majority of the property was delineated as a wetland in April 1998 with the Bald Eagle Industrial <br />Park 2nd Addition. This is likely to impose restrictions on maintenance and construction of the parking <br />lot. <br />IRISH AVENUE PARK <br />The City of Hugo purchased 125 acres which included a restored gravel pit off of Irish Avenue north of <br />County Road 8. The property is currently used for passive recreation. In the future, as funding becomes <br />available, the park will be master planned to be an active park. The park is likely to include things such <br />as ball fields and trails. <br />Currently, dogs are allowed to be off -leash at the park. There is variety in trail lengths and landscapes. <br />This provides an opportunity for dog owners that is unique in the City of Hugo. <br />A guardian/volunteer organization would be necessary to help with the day to day maintenance of a dog <br />park. This prevents a dog park from being temporarily established. <br />PURCHASING PROPERTY <br />Instead of trying to make an existing City property work, the other option would be to purchase <br />property. There are a couple properties that are currently for sale. Properties will continue to be <br />evaluated by staff to see if they would be of interest to the Parks Commission. <br />As the market continues to pick up, it is likely that there will be a larger number of properties for sale. <br />Also, residential development is likely to grow in the future. Residential development provides the Parks <br />Commission with opportunities for park land dedication and/or additional funds. <br />3 RECOMMENDATION <br />Staff seeks direction to continue looking for property that meets the criteria (approved by the Parks <br />Commission) for a future dog park that either becomes available for sale or through future park <br />dedications. <br />4 ATTACHMENTS <br />1.
