Fable Hill Park Request <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />DATE: August 8, 2013 for the Parks Commission Meeting of August 14, 2013 <br />1 INTRODUCTION <br />At the meeting of July 10, 2013, the Parks Commission heard a presentation from representatives of the <br />Fable Hill neighborhood requesting consideration of Outlot A for development as a park. Outlot A is <br />city -owned and will be receiving a final grading, topsoil, and grass seeding summer of 2013. A motion <br />was made and seconded to direct staff to setup a plan and to put together a needs analysis. <br />2 BACKGROUND <br />At the meeting of March 9, 2011, the Parks, Recreation and Open Space Commission discussed an <br />application from Pratt Development for "Fable Hills Third Addition" consisting of 5 single family lots. <br />The final plat for Fable Hills 31d Addition was adopted by the City Council on June 20, 2011. The <br />developer was to pay park dedication fees and dedicate Outlot A. At the time of the second building <br />permit, the developer was to make minimal improvements to Outlot A including final grading, <br />placement of adequate topsoil, and planting of grass seed. All improvements are subject to review and <br />approval by the Public Works Director. <br />Staff was invited to attend the Fable Hill HOA meeting of February 21, 2013. The meeting included <br />discussion on Aspire Park and Outlot A. HOA shared an interest in development of Outlot A into a park. <br />MEFUT77002 Wk <br />The Parks, Trails, and Open Space Plan identifies describes Outlot A as a future park. As a part of <br />neighborhood service area 3, they are served by Victor Square Park, Arbre Park, Val Jean Park, <br />Clearwater Creek Preserve Park and the future park. <br />4 PARK DEVELOPMENT PROCESS <br />The Fable Hill HOA is requesting construction of a park shelter and playground on Outlot A. The Parks <br />Commission recently installed play equipment at Hanifl Fields Athletic Park and Heritage Ponds Park. It <br />was found that determining the size and layout of the play areas with a master plan (such as at Hanifl <br />Fields) limited the playground options. In comparison, the neighborhood residents and the Parks <br />Commission were given a wider range of options for playground equipment with the development of <br />Heritage Ponds Park. The City of Hugo has a park shelter standard for neighborhood parks that is <br />recommended to be used. <br />Fable Hill Park Request August 14, 2013 <br />
