RECOMMENDED PROCESS FOR DEVELOPMENT OF OUTLOTA: <br />1. Include park development in the Parks Capital Improvement Plan and Goals <br />2. City Council approval <br />3. Neighborhood meeting to pick out playground <br />6. City Council approval <br />7. Construction <br />A formal master planning process is not recommended. The neighborhood has requested a playground <br />and park shelter. Because the neighborhood's needs are known, a minimal number of neighborhood <br />meetings is needed. Staff recommends seeking City Council approval before moving forward. <br />5 PARKS CAPITAL IMPROVEMENT PLAN <br />Park development projects have typically been planned with the Parks Capital Improvement Plan. Each <br />year, the Parks Commission holds a goal setting and recommends that the City Council approve the <br />Parks Capital Improvement Plan (CIP). If the City Council provides approval, this guides the Parks <br />Commission on their future projects. <br />The Parks CIP, approved by the Parks Commission at their meeting of February 8, 2012 details annual <br />expenditures. Unfunded wish list projects are also identified, if additional funding becomes available <br />through park dedication, private donations, etc. Currently, development of the Fable Hill Park is <br />detailed as a wish list project in 2017. The Parks CIP will be reviewed by the Parks Commission at the <br />end of the year. <br />6 FUTURE NEEDS ANALYSIS <br />One of the 2013 goals of the Parks Commission was to review the neighborhood park service areas in <br />the Parks Plan. The Parks Commission has heard multiple requests from neighborhoods and residents <br />for park improvements. A city-wide needs analysis of neighborhood park service areas is planned to be <br />included in the annual goal setting and capital improvement planning. <br />7 RECOMMENDATION <br />Staff recommends that the Parks Commission consider development of Fable Hill Outlot A when setting <br />the Parks CIP. <br />Fable Hill Park Request August 14, 2013 <br />
